|a إن انفتاح الدولة المركزية على محيطها المتمثل في الجماعات الترابية وتشجيعها على القيام بدور سياسي باعتبارها مدرسة لممارسة الديمقراطية المحلية ومشاركة السكان في اتخاذ القرار المحلي. والانفتاح على المجتمع المحلي، يجعل الجماعة الترابية تلعب أدوارا جديدة تؤهلها للبروز كجماعة مقاولة، تسخر كافة الإمكانيات لاستقطاب الاستثمارات عبر تسويق مجالها الترابي مشغلة في ذلك كل التقنيات الحديثة في الإعلام والتواصل، مستهدفة في النهاية خدمة الساكنة المحلية للاستفادة من ثمار التنمية المحلية. ولن يتأتى هذا إلا بتغيير طريقة تسيير الشأن العام المحلي، وذلك بالانتقال من النظرة التسييرية الضيقة إلى المقاربة التدبيرية الحديثة والمتجددة على اعتبار بأن الدولة لم تعد هي المسؤولة الوحيدة والمباشرة عن تدبير الشؤون المحلية، بل أصبح المجتمع شريكا لها، ويتحمل نصف المسؤولية أو جلها. سلبا أو إيجابا..
