المستخلص: هدف إلى: تحديد مستوى تطوير الأداء المؤسسي بالمنظمات، تحديد الصعوبات التي تواجه تطوير الأداء المؤسسي كمدخل لتحقيق الميزة التنافسية بالمنظمات وتحديد المقترحات الأزمة لتطوير الأداء المؤسسي كمدخل لتحقيق الميزة التنافسية بالمنظمات- تعتبر هذه الدراسة من الدراسات المقارنة- وتوصلت نتائجها إلى قبول الفرض الأول للدراسة توجد علاقة طردية تأثيرية دالة إحصائياً بين الأداء المؤسسي وتحقيق الميزة التنافسية بالمنظمات، وقبول الفرض الثاني "توجد فروق جوهرية دالة إحصائياً بين استجابات المسئولين بالمنظمات الاجتماعية الحكومية وغير الحكومية فيما يتعلق بتحديدهم لمستوى الأداء المؤسسي بالمنظمات"، ورفض الفرض الثالث الذي مؤادة "توجد فروق جوهرية دالة إحصائيا بين استجابات المسئولين بالمنظمات الاجتماعية الحكومية وغير الحكومية فيما يتعلق بتحديدهم للصعوبات التي تواجه تطوير الأداء المؤسسي بالمنظمات"، وقبول الفرض الرابع توجد فروق جوهرية دالة إحصائياً بين استجابات المسئولين بالمنظمات الاجتماعية الحكومية وغير الحكومية فيما يتعلق بتحديدهم لمقترحات تطوير الأداء المؤسسي كمدخل لتحقيق الميزة التنافسية بالمنظمات ".

Objectives: Determining the level of development of institutional performance in organizations, identifying the difficulties facing the development of institutional performance as an entrance to achieving competitive advantage in organizations and identifying the necessary proposals for developing institutional performance as an entrance to achieving competitive advantage in organizations this study is considered one of the comparative studies its results reached the acceptance of the first hypothesis of the study. There is a direct statistically significant impact relationship between institutional performance and the achievement of competitive advantage in organizations, and the acceptance of the second hypothesis "there are statistically significant differences between the responses of officials in governmental and non-governmental social organizations with regard to their determination of the level of institutional performance in the organizations", and the rejection of the third hypothesis which encompasses "there are statistically significant differences between the responses Officials of governmental and non-governmental social organizations with regard to their identification of the difficulties facing the development of institutional performance in organizations, and the acceptance of the fourth hypothesis: "There are statistically significant differences between the responses of officials in governmental and non-governmental social organizations with regard to their identification of proposals to develop institutional performance as an entry point to achieve competitive advantage in organizations".
