المستخلص: تسعى هذه الورقة إلى تحليل العلاقة بين قطاع التعليم الجامعي الخاص وسياسات الدولة المصرية التنموية، وذلك من خلال التعرف على ماهية التنمية المستدامة ومراحل تطور المفهوم، والكشف عن طبيعة الدور الاجتماعي والتنموي لقطاع التعليم الجامعي الخاص في المجتمع المصري، انطلاقا من مبدأ المسؤولية الاجتماعية، هذا فضلا عن محاولة الوقوف على وضع التعليم الجامعي الخاص في سياسات وأجندات الدولة المصرية للتنمية المستدامة حتى عام ۲۰۳۰؛ من خلال الوقوف على واقع قطاع التعليم الجامعي الخاص في مصر، والمساحة التي يحتلها ضمن أجندات التنمية المستدامة ٢٠٣٠ للدولة المصرية، والمسؤولية الاجتماعية التي يضطلع بها تجاه المجتمع من خلال أدواره ووظائفه الثلاثة التعليم، البحث العلمي، خدمة وتنمية المجتمع. وقد خلصت الورقة إلى عدد من النتائج من أبرزها؛ أن المؤسسات التعليمية الخاصة تعد مكونا أساسيا ضمن منظومة التعليم العالي في المجتمع المصري، وقد شهدت توسعا كبيرا في السنوات الأخيرة، كما أنها تحظى باهتمام كبير من الدولة كجزء من جهود الحكومة المصرية المتواصلة للاهتمام بقطاع التعليم وتطويره كهدف استراتيجي ضمن أهداف التنمية المستدامة ۲۰۳۰؛ ويتحدد الدور التنموي للمؤسسة الجامعية الخاصة في جانبين أنها تمثل صورة من صور الاستثمار الخاص من ناحية، وباعتبارها أحد المؤسسات الاجتماعية داخل النسق أو النظام التعليمي بما يشمله من استثمار في الموارد البشرية، والتي تعد أساس عمليات التنمية المستدامة من ناحية أخرى.

This paper seeks to analyze the relationship between the private university education sector and the Egyptian state's development policies, by identifying the nature of sustainable development and the stages of development of the concept, and revealing the nature of the social and developmental role of the private university education sector in Egyptian society based on the principle of social responsibility, in addition to trying to stand on the status of private university education in the Egyptian state's policies and agendas for sustainable development until 2030; by standing on the reality of the private university education sector in Egypt, and the space it occupies within the Egyptian state's 2030 sustainable development agendas, and the social responsibility it undertakes towards society through its three roles and functions: education, scientific research, and community service and development. The paper concluded with a number of results, the most prominent of which is that private educational institutions are a basic component of the higher education system in Egyptian society, and have witnessed significant expansion in recent years. They also receive great attention from the state as part of the Egyptian government's ongoing efforts to care for and develop the education sector as a strategic goal within the Sustainable Development Goals 2030. Two aspects determine the developmental role of the private university institution: it represents a form of private investment on the one hand and as one of the social institutions within the educational system, including investment in human resources, which is the basis of sustainable development processes, on the other hand.
