|a يتناول المقال مفهوم التنمية المستدامة كإطار مرجعي للسياسات العمومية، بناء على ما قدمته منظومة الأمم المتحدة من جهود متواصلة من أجل مأسسته، وإكسابه مكانة مرموقة في توجيه السياسات العمومية باختلاف مستوياتها دوليا ووطنيا. كما يهدف المقال إلى إغناء البحث النظري حول هذا الإطار المعياري تأصيلا وتحليلا باستخدام الإطار المرجعي للسياسات العمومية كمقترب للتحليل ليخلص في النهاية أن التنمية المستدامة تتأسس على قيم بانية، وتشتمل على مبادئ وقواعد تشكل في مجموعها إطارا قادرا على توجيه السياسات العمومية وأن هذا الإطار المعياري قد عرف تطورا ملحوظا طيلة العقود الممتدة لتنزيله، بحيث شكل الحق في التنمية والأهداف الإنمائية للألفية وكذا أهداف التنمية المستدامة منعطفا نوعيا في تطوير هذا الإطار. إلا أن ذلك لم يكن كافيا لتجاوز العديد من الاختلالات والنقائص التي حاول المقال رصدها من جوانبها المختلفة.
|b The article deals with the concept of sustainable development as a frame of reference for public policies, based on the continuous efforts made by the United Nations system to institutionalize it and give it a prominent position in directing public policies, at their various levels, internationally and nationally. The article also aims to enrich the theoretical research on this normative framework with roots and analysis using the frame of reference for public policies and an analytical approach, to conclude in the end that sustainable development is founded on constructive values, It includes principles and rules that together constitute a framework capable of guiding public policies. This normative framework has witnessed remarkable development throughout the decades since its implementation, such that the Millennium Development Goals and the Sustainable Development Goals constituted a qualitative turning point in the development of this framework. However, this was not enough to overcome many of the imbalances and shortcomings that the article attempted to monitor from its various aspects.
