|a أولت الجزائر اهتمامها الكبير بمسألة استقطاب رؤوس الأموال الأجنبية من خلال توفير البيئة الاستثمارية الملائمة، ونظرا للدور الهام الذي تلعبه الاستثمارات الأجنبية كوسيلة لتحقيق التنمية الاقتصادية تم إقرار العديد من الضمانات التي تشجع على استقطابها، ومن بين أهم هذه الضمانات نجد مبدأ الاستقرار التشريعي، الذي يحتل مكانة بارزة على المستوى الدولي من خلال مساهمته في ترسيخ وإرساء استقرار النظام القانوني للاستثمار.
|b Algeria has paid great attention to the issue of attracting foreign capital by providing a suitable investment environment. Given the important role played by foreign investments as a means of achieving economic development, many guarantees have been approved to encourage their attraction. Among the most important of these guarantees is the principle of legislative stability, which occupies a prominent position at the international level, through its contribution to consolidating and establishing the stability of the legal system for investment.
