المستخلص: تبرز مشكلة الدراسة الحالية من منظور أن الجانب القيمي كان ولا يزال أهم العوامل المؤثرة في عملية تحديد أولويات السياسة السعودية، خاصة في إطار رؤية المملكة ۲۰۳۰. فالمملكة العربية السعودية -ومنذ نشأتها -تعمل على حشد وتكريس مواردها وتسخيرها لخدمة قضايا العالم العربي والإسلامي، وتحقيق أسباب ترابطه وتضامنه استنادا إلى حقيقة الانتماء إلى عقيدة واحدة، وإلى عالم واحد، ومصير مشترك، وأن التكافل والتضامن العالميين هما السبيل نحو تفعيل الإطار القيمي للمملكة على الصعيد التنموي والإغاثي لكافة دول العالم. وفي سبيل تطبيق ذلك البعد القيمي، سعت المملكة وبادرت بإقامة تفاعلات تنموية وإغاثية في العديد من البلدان الإفريقية والآسيوية، إلى جانب المساهمة في مساعدة المنظمات الدولية لتحقيق قدر كبير من التفاعل التنموي والإنساني؛ حيث تبلور الجانب القيمي السعودي في عدة محاور تفاعلية؛ منها: التصور التكاملي لمعنى التضامن العالمي، الذي يشمل عدة مفاهيم؛ لعل أهمها: تقديم المعونات الاقتصادية للدول والمجتمعات ذات الإمكانيات المحدودة، وتقديم المساعدة والإغاثة العاجلة للدول المنكوبة، وتوفير الدعم المادي والمعنوي. وقد توصلت الدراسة إلى النتائج الآتية: أولا: سعت المملكة عبر تاريخها إلى تقديم نموذج قيمي فاعل ومؤثر في الجانب التكافلي والإنساني والداعم لكافة شعوب العالم من خلال جهود إغاثية وتنموية. ثانيا: على الصعيد الإسلامي، أولت المملكة اهتماما بالدعم الإنساني والإغاثي، الذي اتسم بصدق المعالجة، وبعد النظر، وصفاء المنظور، المنطلق من مبادئ التعاون والأخوة الإسلامية. ثالثا: عكست الجهود القيمية للمملكة الجانب التنموي -أو الداعم -والإغاثي للشعوب العربية والإسلامية والعالمية -الجانب الإنساني في رؤية المملكة ٢٠٣٠ م، التي راعت الموازنة بين النمو الاقتصادي والاجتماعي للمملكة ومستقبلها، والجانب القيمي والإنساني الذي تقدمه المملكة عالميا.

The problem of the current study highlights that the value aspect was and remains the most important factor influencing the process of determining Saudi policy priorities, especially within the framework of the Kingdom’s Vision 2030. The Kingdom of Saudi Arabia, since its inception, has been working to mobilize and devote its resources and harness them to serve the issues of the Arab and Islamic world, It achieves the causes of its interconnectedness and solidarity based on the truth of belonging. To one belief, to one world and a common destiny, and that global solidarity and solidarity is the way to activate the Kingdom’s value framework at the development and relief levels for all countries of the world. In order to implement this value dimension, the Kingdom sought and took the initiative to establish development and relief interactions in many African and Asian countries, in addition to contributing to assisting international organizations to achieve a great deal of development and humanitarian interaction, as the Saudi value aspect crystallized in several interactive axes, including the integrated perception of the meaning of solidarity. Global, which includes several concepts, perhaps the most important of which is providing economic aid to countries and communities with limited capabilities, providing urgent assistance and relief to afflicted countries, and providing material and moral support. The study reached the following results: First: The Kingdom has sought throughout its history to provide an effective and influential value model in the aspect of solidarity, humanity and support for all peoples of the world through relief and development efforts. Second: On the Islamic level, the Kingdom paid attention to humanitarian and relief support, which was characterized by sincerity of treatment, foresight, and purity of perspective based on the principles of Islamic cooperation and brotherhood. Third: The Kingdom’s valuable efforts, whether on the development side or in support and relief for the Arab, Islamic and international peoples, reflected the humanitarian aspect of the Kingdom’s Vision 2030, which took into account the balance between the Kingdom’s economic and social growth and its future and the value and humanitarian aspect that the Kingdom provides globally.
