|a يعتبر امتلاك اليد العاملة وحده لا يكفي للاستفادة القصوى منها، ولكن من الضروري على المنظمات المعاصرة أن تمتلك الكفاءة أي المهارة والخبرة الفنية لإدارة هذا المورد، ما يستدعى ضرورة وجود جهاز فعال وكفؤ بالمؤسسة يتكفل ويركز اهتمامه حول البحث عن المورد البشري المناسب بغرض استخدامه الاستخدام الأمثل، وذلك انطلاقاً من تسخير مختلف خصائصه وميزاته وتوجيه سلوكه نحو تحقيق أهداف التنظيم، وضمن هذا الإطار من الضروري التعرف عن الدلالة الحقيقية لكل من الاستخدام وكذا المورد البشري، والاطلاع على كفاءة الاستخدام الأمثل له، باعتباره طاقة منتجة ومبدعة.
