|b Despite the binding nature of judicial rulings against the administration, the latter does not comply with their execution, even with the mechanisms established by the legislator under Law 08-09, which includes the Code of Civil and Administrative Procedures, such as coercive fines and the ability to issue orders to the administration. However, these measures remain insufficient. Consequently, the legislator has resorted to other non-judicial methods that are more stringent, such as the powers granted to members of parliament, which include mechanisms for questioning and interrogation, as well as the establishment of the Office of the Ombudsman under Presidential Decree 20-45 and the National Human Rights Council under Law No. 16-13.
