|a فإن التغيير لا يعد مجرد عملية اجرائية تتم في فراغ وفي معزل عن التكوين الاجتماعي. كما أنها عملية مستمرة هادفة، تبدأ من إدراك الغاية وتوفر الدافعية وتنتهي ببلوغ الهدف، فهي ليست شعارا، بل هي عمل مثابر يستلزم حسن اختيار الأداة باستثمار التكنولوجيا وتوظيف البنى التحتية المدركة لإفاقه، وينبغي أن يكون نابعا من التراث دون أن يعني ذلك الانغلاق على تجارب الآخرين. كما ينبغي أن يتسق مع قيم واخلاقيات المجتمع وملبيا لاحتياجاته التنموية وعلى كافة الصعد الاقتصادية، السياسية.

It is not a slogan, but rather a persistent work that requires good choice, assistance by investing in technology and employing human structures that are aware of its horizons. Therefore, it must be rooted in heritage without this meaning closing off the experiences of others. It must also be consistent with the values and ethics of society and meet its developmental needs at all economic and political levels.
