|a يعتبر الإصلاح الإداري هو الأساس لربح رهان التنمية الإدارية والاجتماعية والاقتصادية، والإدارة هي التي تقوم بمهمة تحقيق النمو والتطور والتخطيط والتنفيذ، ويرتكز إصلاح الإدارة على المبادئ والمقتضيات التي تكرسها الدساتير المتعاقبة والقوانين المنبثقة منها. كما يعد وسيلة تهدف إلى معالجة الاختلالات التي تعيق عمل التنظيم الوظيفي للجهاز الإداري، بغية تصحيح مساره وإعادة تأهيله لأداء الوظيفة المنوطة به اتجاه المجتمع. وهذا يعني بأن الإصلاح الإداري هو نتيجة حتمية وطبيعية لتطور القوى الاجتماعية التي تسعى لتحقيق التطور الإداري المطلوب ليس بصورة تلقائية بل بصورة إرادية مدروسة.
|b Administrative reform is considered the basis for winning the bet of administrative, social and economic development. It is the administration that carries out the task of achieving growth and development, planning and implementation. Administrative reform is based on the principles and requirements enshrined in successive constitutions and the laws emanating from them. It is also a means aimed at addressing the imbalances that hinder the work of the functional organization of the administrative apparatus, in order to correct its path and rehabilitate it to perform the function entrusted to it towards society. This means that administrative reform is an inevitable and natural result of the development of social forces that seek to achieve the required administrative development not automatically, but in a voluntary and deliberate manner. Through a review of the implications of administrative reform from the administrative, political and social aspects, there is inevitably an integration of these three dimensions with each other to form a comprehensive and balanced fabric of the concept of administrative reform. Two topics will be adopted: * The first section: The conceptual framework, strategies and objectives of administrative reform. * The second section: methods and approaches to administrative reform.
