تناقش هاته الورقة واحدة من أهم المواضيع الراهنية المعاصرة، وهي الحريات الفكرية وتقييم مختلف الفاعلين الوطنيين والدوليين لواقعها وتطبيقاتها بالمغرب. فانطلاقا من منهجية تحليلية وموضوعية، واعتمادا على فرضية أزمة الحريات الفكرية باتفاق جميع الفاعلين، تم بلوغ النتيجة التالية: الاختلاف في الغالب الأعم حول تشخيص طبيعة وحدة الأزمة والحلول المقترحة لحلها، بين موقف حقوقي رسمي يرى أنها أزمة سياقية مرتبطة بنمو وتطور حقوق الإنسان يمكن تجاوزها من خلال بعض الإصلاحات الضرورية، وبين موقف حقوقي مخالف لتوجهات الدولة يوصف عادة "بالراديكالي"، يرى في تلك الأزمة أنها بنيوية ترتبط بتراجع المنظومة الحقوقية بالمغرب مما يستلزم معه مجموعة من الإصلاحات العميقة والجوهرية التي تمس بنية النظام المغربي.
This paper discusses one of the most important topics in today's current world, namely intellectual freedoms and the assessment by various national and international actors of their reality and applications in Morocco.
