المستخلص: The stage of implementing public contracts concluded by territorial communities has been allocated by the legislator with a set of procedural requirements that aim to establish the elements of proper implementation of works. The success of this stage requires the availability of a set of legal and technical conditions that would ensure completion in accordance with the declared objectives, which made the legislator work to frame this crucial procedural stage with a set of requirements that represent guarantees of proper implementation of a contractual nature. Despite these guarantees, the implementation of land works deals may face many practical difficulties, unexpected constraints, and emerging problems, which makes the implementation process open to different scenarios, and it is related to facing imminent risks and potential disputes.
