|a في دجنبر 2018، صدر المرسوم بمثابة ميثاق وطني للاتمركز الإداري كإطار قانوني وتنظيمي متكامل بهدف تحقيق التكامل والتناسق بين مختلف الفاعلين على المستوى المحلي، من مجالس منتخبة وإدارات لا ممركزة ومؤسسات عمومية، وقد شكل هذا المرسوم تطورا قانونيا مهما مقارنة بمرسومي 1993 و2005، حيث أولى أهمية قصوى لمسألة تنزيل مقتضياته وأجرأتها على أرض الواقع، ويظهر ذلك بوضوح من خلال تنصيصه على آليات للحكامة من أجل تفعيل سياسة اللاتمركز الإداري سواء على المستوى المركزي أو الترابي.
|b In December 2018, the decree was issued as a national charter for administrative decentralization as an integrated legal and regulatory framework with the aim of achieving integration and coordination between various actors at the local level, including elected councils, decentralized administrations, and public institutions. This decree constituted an important legal development compared to the decrees of 1993 and 2005, where it was given the utmost importance. The issue of implementing its requirements and procedures on the ground, and this is clearly demonstrated by its stipulation of governance mechanisms in order to activate the policy of administrative decentralization, whether at the central or territorial level.
