|a تعتبر عملية انتقال السلطة بالطرق السلمية، وأثرها المترتب على تداول السلطة، ثم التجارب التي مرت بها إفريقيا ومن ضمنها تشاد في عملية الممارسة السياسية علي السلطة مسألة معقدة بتعقيد مجتمعها وتختلف من دولة لأخري من الدول الإفريقية وكذلك تشاد من حيث مستوى الأحوال الاقتصادية والاجتماعية ومدى تطور الثقافة السياسية لدى المجتمع التشادي فيها، ومدى فعالية واستقلالية السلطتين التشريعية والقضائية عن التنفيذية، وأيضا مدى استعداد القادة السياسيين المسيطرين على السلطة بتقبل فكرة المنافسة السياسية والتداول على السلطة سلميا عن طريق الانتخابات الحرة والنزيهة والمقبولة محليا ودوليا وقبول رأي الآخر، بالإضافة إلى درجة التأثير الخارجي الذي لعب دورا أكثر تأثيرا وفاعلية عن تسيير الحكم في تشاد.

And also the readiness of political leaders in power to accept the idea of political competition and peaceful rotation of power through free, fair and acceptable elections locally and internationally and accept the opinion of the other, in addition to the degree of external influence that played a more influential and effective role in the conduct of government in Chad.
