|a لئن عرفت البرلمان المغربي تحديثية واسعة على مستوى فصول ومواد الوثيقة الدستورية لسنة 2011 التي حملت في طياتها مجموعة من مظاهر التمكين الدستوري لهذه المؤسسة على مستوى توسيع مجال القانون وتعزيز الأدوار الرقابية وتقييم السياسات العمومية وتقوية أدوار المعارضة البرلمانية، فإن الممارسة السياسية البرلمانية التي أعقبت هذا الدستور لم ترقى لمستوى تقديمة الدستور، وأعلنت وبعد عشر من الإصلاح والتحديث الدستوري استمرارية ضعف الأداء البرلماني إن على المستوى التشريعي أو على مستوى الأدوار الرقابية وتقييم السياسات العمومية.
