|a شهدت الجماعات المغربية تغيرا استثنائيا في السنوات الأخيرة، من خلال احتلال رتب متقدمة في البناء الديمقراطي وكذلك لعبت دور الريادة في السعي لتحقيق التنمية الاقتصادية والاجتماعية. ولكن هاته الجماعات تواجه صعوبة في التطور خصوصا على مستوى التعاون اللامركزي المحلي، وذلك راجع بالأساس إلى القيود التي تمنعها من بناء شراكات حقيقية وفعالة.
|b The community of Morocco has witnessed exceptional change in recent years, by occupying advanced ranks in the democratic structure and also playing a leadership role in the pursuit of economic and social development. However, these community face difficulty in developing, especially at the level of local decentralized cooperation, and this is mainly due to the restrictions that prevent them. Building real and effective partnerships.
|d Les communes marocaines ont connu une extraordinaire mutation ces dernières années. L’objectif étant de les inciter à occuper le rang de précurseur du processus démocratique ainsi qu’à jouer un rôle de premier ordre dans la quête du développement économique et social. Mais si la coopération décentralisée communale a du mal à se développer, c’est surtout en raison des limites qui empêchent les communes marocaines de construire des partenariats et de profiter des possibilités d’échanges avec d’autres entités.
