|a تمثل مبادرة رقمنة الإدارة المحلية إحدى المشاريع الضخمة التي أطلقتها وزارة الداخلية والجماعات المحلية في الجزائر في المرحلة الأخيرة، بهدف تقليص الفجوة بين الإدارة والمواطن، تضمنت هذه المبادرة تدشين تقنيات الاتصال وتكنولوجيا المعلومات على مستوى البلديات. وعرفت تقدم كبير في تحسين فعالية الخدمات العمومية الإلكترونية، كما شهدت تطورا نوعيا في تلبية احتياجات وتوقعات المواطنين. تبرز بلدية مرسى الكبير في وهران كنموذج حيث بذلت جهودا كبيرة لترقية خدماتها العمومية من خلال عملية الرقمنة والحفظ الرقمي تتناول أهمية الدراسة كيف أسهمت هذه العمليات في تقديم خدمات عمومية إلكترونية تلبي توقعات وتطلعات المواطن، وكيف تم تحسين جودة هذه الخدمات على الرغم من التحديات والصعوبات التي عرفتها مما أدى إلى زيادة الشفافية وتسهيل الوصول إلى الخدمات وكسب رضا المواطن.
|b The Local Administration Digitization Initiative is one of the major projects launched by the Ministry of Interior and local communities in algeria in the last phase In order to reduce the gap between the administration and citizens, this initiative included the launch of communication and information technology technologies at the municipal level.As a result of this transformation, municipalities have witnessed significant progress in improving the effectiveness of electronic public services, as well as a qualitative development in meeting citizens' needs and expectations.The municipality of Marsa Al Kebir in Oran stands out as a model where they have made great efforts to upgrade their public services through digitization and digital preservation.The importance of the study examines how these processes have contributed to the provision of electronic public services that meet citizens' expectations and aspirations, and how the quality of these services has been improved despite the challenges and difficulties that have led to increased transparency and facilitated access to services and citizen satisfaction.
