|a هدفت الدراسة إلى تحديد واقع الرقابة الإدارية في المؤسسات الرياضية وإلى تقصي الفروق في واقع الرقابة الإدارية في المؤسسات الرياضية وفقا لمتغيرات (نوع المؤسسة والمؤهل العلمي والخبرة الإدارية). وتم اختيار عينة الدراسة بطريقة عمدية، حيث بلغ عدد المشاركين الإجمالي في العينة ۱۳۸ شخصا. يمثلون اللجنة الأولمبية، قطاع الرياضة، مكتب الشباب والرياضة، صندوق النشء والشباب، الاتحادات الرياضية، وأندية أمانة العاصمة. وتم تصميم استبانة كأداة لجمع البيانات تكونت من خمس مجالات (متطلبات تفعيل الرقابة الإدارية ومجال معوقات تطبيق الرقابة الإدارية، ومجال الأساليب الرقابية، ومجال فاعلية تطبيق الرقابة الإدارية). وأظهرت النتائج موافقة عالية على متطلبات تفعيل الرقابة الإدارية في المؤسسات الرياضية. وهناك معوقات كبيرة تعترض تطبيق الرقابة الإدارية في المؤسسات الرياضية، وأن هناك حاجة لتحسين أساليب الرقابة، حيث تحظى بموافقة متوسطة. كما أن هناك أيضا حاجة لزيادة فعالية تنفيذ الرقابة الإدارية في المؤسسات الرياضية، حيث تحظى بموافقة متوسطة. وتتطابق آراء المشاركين في الدراسة بشأن واقع الرقابة الإدارية في المؤسسات الرياضية بغض النظر عن اختلاف المؤهلات العلمية وسنوات الخبرة. وأوصت الدراسة تعزيز وتفعيل الرقابة الإدارية بشكل كبير، وذلك من خلال وضع إجراءات وسياسات فعالة لضمان الالتزام بالمعايير الإدارية والمالية السليمة. ومعالجة المعوقات من خلال توفير الموارد اللازمة وتعزيز الوعي والثقافة التنظيمية لتعزيز فعالية الرقابة الإدارية. وكذلك تحسين أساليب الرقابة وتنفيذ أدوات وتقنيات رقابية حديثة وفعالة، مثل استخدام التكنولوجيا في جمع البيانات والتحليل لجمع البيانات وتحليلها وإعداد تقارير موثوقة.
|b The study aimed to identify the reality of administrative control in sports institutions and to investigate the differences in the reality of administrative control in sports institutions according to variables such as the type of institution, educational qualification, and administrative experience. The study sample was deliberately selected, with a total of 138 participants. They represented the Olympic Committee, the sports sector, the Youth and Sports Office, the Youth Fund, sports federations, and clubs in the capital. A questionnaire was designed as a data collection tool consisting of five areas (requirements for activating administrative control, barriers to implementing administrative control, control methods, and the effectiveness of implementing administrative control). The results showed a high agreement on the requirements for activating administrative control in sports institutions. Significant barriers are hindering the implementation of administrative control in sports institutions, and there is a need to improve control methods, with moderate agreement. There is also a need to increase the effectiveness of implementing administrative control in sports institutions, with moderate agreement. Participants in the study agreed on the reality of administrative control in sports institutions regardless of differences in educational qualifications and years of experience. The study recommended significantly enhancing and activating administrative control by establishing effective procedures and policies to ensure compliance with sound administrative and financial standards. Addressing barriers by providing necessary resources and enhancing awareness and organizational culture to enhance the effectiveness of administrative control. Improving control methods and implementing modern and effective control tools and techniques, such as using technology for data collection, analysis, and preparation of reliable reports.
