|a لم يكن لدى الولايات المتحدة الأمريكية رؤية واضحة أو مقاربة واقعية لإنهاء الصراع الليبي القائم مع تنامي النفوذ الروسي في الساحة الليبية سارعت الولايات المتحدة إلى انتهاج استراتيجية جديدة لإعادة توجيه الأزمة الليبية نحو مسار الحل السياسي. تفسر هذه الدراسة أسباب التغير في الموقف الأمريكي تجاه الأزمة الليبية ومدى نجاعته في كبح التدخلات الخارجية السلبية بما يضمن عودة الأمن والاستقرار، لا سيما بعد الإعلان عن الخطة الاستراتيجية العشرية القائمة على منع الصراع وتعزيز الاستقرار التي تهدف إلى معالجة الأوضاع الهشة في الدول المعرضة للصراع، من خلال تطبيق قانون الهشاشة العالمية، وتعد ليبيا من ضمن الدول المشمولة بتطبيق هذا القانون.
|b The United States of America did not have a clear vision or realistic approach to ending the ongoing Libyan conflict. But with the growing Russian influence in the Libyan arena, it prompted Washington to adopt a new strategy to redirect the Libyan crisis towards a political solution. This study explains the reasons for the change in the American position towards the Libyan crisis and the extent of its effectiveness in curbing negative external interventions to ensure the return of security and stability, after the announcement of the ten-year strategic plan based on preventing conflict and enhancing stability with the aim of addressing the fragile conditions in conflict-prone areas, through the application of the law of fragility. Globally, Libya is among the countries covered by the application of this law.
