|a تهدف هذه المقالة البحثية إلى تسليط الضوء على الدور الذي تلعبه اللامركزية الإدارية في فرنسا، بمنحها للمنتخبين مجالا أوسع واختصاصات مهمة في التسيير والتدبير الترابي، وهذا الأمر انعكس بشكل جيد على الديمقراطية المحلية هذه الأخيرة أفرزت لنا نخب ساهمت في تدبير الشأن العام الترابي، عبر التخفيف من سلطة الوصاية وجعل المحافظين مساعدين لمدبري الشأن المحلي وليس أوصياء عليهم كما كان عليه الشأن من قبل. ويظهر هذا الأمر بشكل واضح في الدور الرقابي على الجماعات الترابية وخصوصا الشق القضائي منها، بحث أصبح القاضي ملجأ للفاعليين على المستوى الترابي وحكما بين المعين ومن أفرزتهم صناديق الاقتراع في حالة وجود خلاف أو نزاع بينهما.
|b This research article aims to shed light on the role played by administrative decentralization in France, by giving elected officials a broader scope and important specializations in territorial administration and management, and this matter was well reflected on the local democracy, the latter giving us elites that contributed to the management of territorial public affairs, by alleviating the Regency authority and make the governors assistants to the managers of local affairs and not guardians over them, as was the case before. This appears clearly in the oversight role over the territorial communes, especially the judicial part of them, whereby the judge has become a refuge for the actors at the territorial level and an arbiter between the appointee and those selected by the ballot boxes in the event of a dispute or dispute between them.
