|a يتناول هذا البحث تأمين الخدمات العامة في طرق الحج في عهد الملك عبد العزيز آل سعود- رحمه الله- من ١٣٤٣هـ حتى ١٣٧٣هـ، ويهدف البحث إلى توضيح الأساليب التي استخدمها الملك عبد العزيز في تأسيس الخدمات العامة وتوظيفها في تأمين طرق الحج، وبيان دور القبائل والهجر في توفير الخدمات العامة في طريق الحج، وكيفية توظيف العلاقات الدولية في توفير الخدمات العامة في طرق الحج، وطرق الحج في ظل التغيرات الاقتصادية في المملكة، وقد اعتمدت في هذا البحث على المنهج التاريخي والتحليلي، وذلك بجمع المعلومات من الوثائق والمصادر الأصيلة وتحليلها، ودراستها، وتفسيرها، ومن ثم تمحيصها ليتم عرض الحقائق عرضاً تاريخياً لاستنتاج مجموعة من النتائج ذات البراهين العلمية الواضحة. ومن النتائج التي توصلت إليها الدارسة: نجاح الملك عبد العزيز آل سعود- رحمه الله- بتأمين طرق الحج من الناحية الصحية وذلك بتوظيف أبناء القبائل والهجر والحواضر في تقديم الخدمات الحماية والنقل والإرشاد للبعثات الصحية والمراكز الصحية المتنقلة وكان دورهم فعالا في تقديم الخدمات الصحية، والاستفادة من تواجد الشركات العالمية المتخصصة بالتنقيب عن النفط وتوظيف إمكاناتها وخبراتها المتقدمة بتطوير وإنشاء الاستراحات والمظلات والجسور والاتصالات وتطوير موارد المياه مما ساعد على توفير الخدمات العامة للحجاج على الطرق، والاستفادة من ارتفاع العوائد المالية من تصدير النفط وتوظيفها في تطوير وإنشاء الخدمات العامة من موارد مياه واستراحات مظللة ومراكز اتصالات وغيرها على طرق الحج مما رفع جودة الخدمات العامة على طرق الحج.
|b This research deals with securing public services on Hajj routes during the reign of King Abdulaziz Al Saud- may God have mercy on him- from 1343 AH to 1373 AH. The research aims to clarify the methods that King Abdulaziz used in establishing public services and employing them in securing Hajj routes, and to explain the role of tribes and hijras in providing services. The public on the Hajj route, and how to employ international relations in providing public services on the Hajj routes, and the Hajj routes in light of the economic changes in the Kingdom. In this research, I relied on the historical and analytical approach, by collecting information from documents and authentic sources, analyzing it, studying it, and interpreting it. Then it is scrutinized so that the facts are presented in a historical manner to conclude a set of results with clear scientific evidence.Among the findings of the study: The success of King Abdulaziz Al Saud- may God have mercy on him- in securing Hajj routes from a health standpoint by employing tribal, migrant and urban people in providing protection, transportation and guidance services to health missions and mobile health centres. Their role was effective in providing health services and benefiting from the presence of International companies specialized in oil exploration and employing their advanced capabilities and expertise in developing and constructing rest houses, canopies, bridges, communications, and developing water resources, which helped provide public services to pilgrims on the roads, and benefiting from the high financial returns from oil exports and employing them in developing and establishing public services such as water resources, shaded rest stops, and communications centers. And others on Hajj roads, which raised the quality of public services on Hajj roads.
