|a تعد العلاقة الثلاثية بين السياسات العمومية والاستياء الاجتماعي والاحتجاج، أحد أهم العلاقات التي حظيت باهتمام كبير من قبل الدراسات السوسيولوجية، لكنها لم تحظ بمحاولات كافية للتحليل. تهدف هذه الورقة إلى الانخراط ضمن هذا المشروع، حيث سنحاول بداية، من خلال عرض مجموعة الأمثلة، إبراز الدور الذي تلعبه السياسات العمومية في توليد الاستياء الاجتماعي، لننتقل بعدها إلى تحديد كيفية توليدها لهذا. الاستياء، حيث سنقوم بطرح فرضيتين أساسيتين للإجابة عن هذا السؤال، الأولى تربط الاستياء بالنتائج الموضوعية للتدخل العمومي، والثانية تربطه بالأحاسيس والتأثيرات التي يحدثها على موقف الأفراد تجاه أوضاعهم. ثم سنخلص في النهاية إلى أن العلاقة بين السياسات العمومية والاستياء الاجتماعي والاحتجاج ليست بالبساطة التي تبدو عليها وبالتالي فإنها تستوجب المزيد من الاهتمام والبحث لفهمها.
|b The trio public policy, social discontent and social protest, is one of the most important relationships that got lot of attention of sociologists, but didn’t get the adequate analysis it needs. Our paper aims to participate in this project. First, we will present some examples to demonstrate the important role that public policy plays in the accumulation of social discontent. Then we will present two hypotheses to answer the following question: how public policies produce social discontent? The first hypothesis suggests that discontent is caused by the objective results of policies, and the second one relates their effects with the emotions and changes in attitudes of individuals toward their own situations. Finally, we conclude that the relationship between public policy, social discontent and social protests isn't as easy as it may looks, therefore it requires more attention and research in order to understand it.
