المستخلص: تعد التنمية قضية من القضايا الملحة التي ما انفكت تنال اهتمامات الحكومات والشعوب على مدار التاريخ؛ ويتطلب بلوغها توفر الموارد وتطويرها وتحويلها إلى قوة فاعلة لصالحها. وإن من يطالع تاريخ المجتمعات الإسلامية يجد أن الوقف يكون محوراً مركزياً في إرساء بنائها الحضاري؛ وهذا العمل تشتد الحاجة إليه اليوم في المغرب من أجل دعم التنمية واستدامة قدرتها على تحقيق أهداف نموذجها الجديد. وفي هذا الإطار يسعى هذا البحث إلى إبراز جدوى وفعالية الإسهام الوقفي في النموذج التنموي الجديد للمغرب المعاصر من خلال مناقشة مشكلات نمذجة التنمية ومستوياتها وتشكيلاتها التكوينية ومحددات تصنيفها المالي، ومنحها عناصر وموارد وصلاحيات التمكين؛ لتعزيز فرصها في النجاح. غير أن الباحث لا يريد الخوض في مجال التنمية وقضاياها، أو في الوقف وعلومه وأحكامه، أو في التخطيط الحضري للدولة؛ فيقع في جوانب لا يدعمها عنوان البحث ولا تتساوق مع غرضه، ولا تمتد لها مساحته. وإنما يريد أن يبحث في منطقة مشتركة بين المواضيع الثلاثة، وأن يؤكد جدارة الوقف على التوافق مع نموذج تنموي جديد يتسع للجميع، وقدرته على الإسهام في تعزيز وتحسين مؤشرات الواقع السوسيو- اقتصادي للمجتمع المغربي، خدمة لخطط الدولة التنموية، مع التأكيد على تزويد التجربة بمستلزمات وصلاحيات وعوامل نجاح لضمان تحقيق الإنجازات المتوقعة.

Development is an urgent issue that has consistently captured the attention of governments and societies throughout history. Achieving development requires the availability of resources, their enhancement, and transforming them into a driving force for progress. When examining the history of Islamic societies, it becomes evident that waqf (endowment) has played a central role in establishing their civilizational framework. Today, Morocco faces a pressing need for this institution to support development and ensure the sustainability of its new model's objective. In this context, this research aims to highlight the feasibility and effectiveness of waqf contributions within Morocco’s contemporary development model. It does so by discussing the challenges of modeling development, its various levels and structural formations, as well as the financial classification determinants. The research also seeks to provide the necessary elements, resources, and empowerment tools to enhance the chances of success for this development model. However, the researcher does not intend to delve into the fields of development and its issues, or the waqf, its sciences and provisions, or the state's urban planning. These aspects are not supported by the research title, do not align with its purpose, and are beyond its scope. Instead, the aim is to explore the common ground between the three topics and to affirm the suitability of waqf in aligning with a new, inclusive development model. Additionally, it seeks to demonstrate waqf’s ability to contribute to enhancing and improving the socio-economic indicators of Moroccan society, supporting the state's development plans, while ensuring the experience is provided with the necessary resources, authorities, and success factors to achieve the anticipated results.
