المستخلص: إن النشر العلمي بقواعد النشر العالمية (الدوريات والمجلات) المحكمة، يفتح أفاقا معرفية وعلمية جديدة ومتجددة أمام الباحث، لنشر بحوثه ونقل خبراته مساهما في إثراء الحياة العلمية، واضعا له ولمؤسسته اسم متميزا أمام المؤسسات المحلية والدولية، وذلك للاستفادة النظرية والتطبيقية من هذه البحوث المنشورة في رفاهية وتطور مجتمعه وللعالم أجمع، فالباحث هو محور عملية البحث والاستكشاف، كما أن المؤسسة العلمية هي المكان الأساس الذي يجب أن تنطلق منه البحوث العلمية المعتبرة، فالمؤسسة العلمية الكفؤة هي التي تنهض برسالتها التعليمية والبحثية وخدمة مجتمعها، فالبحث العلمي هو هوية المؤسسة وهو كذلك مقياس تطورها، وبالإنتاج العلمي الرصين يقاس تقدم الدول، ولذلك وجب على المؤسسة العلمية أن تقوم بتهيئة الظروف المناسبة للبحاث ولأعضاء هيئة التدريس للقيام بالبحث والنشر العلمي في مستوعبات دولية عالية التأثير، كما عليها متابعة ومعرفة الصعوبات والمعوقات التي تواجههم ومن ثم علاجها، وهذا يقع في أغلب الدول المتقدمة، أما في الدول النامية فيواجه الباحث العلمي المجد العديد من المشكلات والصعوبات في عمليتي البحث والنشر في المستوعبات العلمية المصنفة، ولهذا هدف هذا البحث إلى التعرف على أهم معوقات النشر العلمي، وذلك من خلال دراسة وصفية تجميعية مرجعية للوصول إلى أساس مشكلة صعوبة النشر في المستوعبات ذات معامل التأثير العالي، ومن تم وضع مجموعة من التوصيات والمقترحات للعلاج.

Scientific publishing, according to international publishing rules (peer-reviewed periodicals and journals), opens new and renewed knowledge and scientific horizons for the researcher, to publish their researcher and transfer their experiences, contributing to the enrichment of scientific life, giving them and their institution a distinguished name before local and international institutions, in order to benefit theoretically and practically from this research published in the well-being and development of his society and the whole world, The researcher is the focus of the research and exploration process, just as the scientific institution is the foundation from which significant scientific research must start. An efficient scientific institution is one that advances its educational and research mission and serves its community. Scientific research is the institution’s identity and is also the measure of its development, and solid scientific production is measured by progress countries, therefore, the scientific institution must create appropriate conditions for researchers and faculty members to carry out research and scientific publishing in high-impact international facilities. They must also follow up and know the difficulties and obstacles they face and then treat them. This happens in most developed countries, but in developing countries, the hardworking scientific researcher faces many problems and difficulties in the processes of research and publishing in classified scientific bodies. Therefore, the aim of this research is to identify the most important Obstacles to scientific publishing, This was done through a modest descriptive synthesis reference study to reach the basis of the problem of the difficulty of publishing in containers with a high impact factor, and a set of recommendations and proposals for treatment were developed.
