لا شك أن قضية الأمن من القضايا التي شغلت الأفراد والدول لما لها من آثار على الاقتصاد، ولذا جاء اهتمام الدول بالأمن وخاصة الأمن الاقتصادي، خاصة لارتباطه بالأنشطة الحياتية وبإدارة ثروات الدول، وعلاقته المباشرة في تحديد دخل الأفراد ومستوى معيشتهم، بل إن الأمن الاقتصادي أصبح أحد المكونات الأساسية في منظومة الدفاع الوطني، بمعنى أنه إذا لم يتوافر الأمن الاقتصادي لأي دولة فإن هذه الدولة تصبح دولة هشة، ذلك أن المفهوم الحديث للدفاع الوطني أصبح يستند إلى ثلاثية تشكل النماذج الجديدة للدفاع، والتي تتمثل في الأمن الاقتصادي، الأمن المدني، الأمن العسكري. وإذا كان للأمن الاقتصادي هذه الأهمية فإنه يلعب دورا كبيرا في تحقيق المستوي المعيشي الأمثل للأفراد من خلال اهتمامه بتحقيق الأمن الغذائي والصحي والبيئي، وحسن استغلال الثروات والموارد الطبيعية، وتوافر فرص العمل ومكافحة الفقر، وتحقيق التنمية الاقتصادية والاجتماعية، والعدالة في توزيع الدخل والثروة. ولذا فسوف نتناول هذه الدراسة في مبحثين، نتناول في المبحث الأول ماهية كل من الأمن الاقتصادي والمستوى المعيشي في الفكر الاقتصادي وذلك من خلال مطلبين المطلب الأول تم تخصيصه لبيان مفهوم الأمن الاقتصادي، والمطلب الثاني لبيان مفهوم المستوى المعيشي، ثم في المبحث الثاني خصصناه لبيان مكونات الأمن الاقتصادي ودورها في تحقيق المستوى المعيشي الأمثل، وذلك في خمس مطالب، وضحنا في المطلب الأول كيفية توفير الأمن الغذائي والصحي والبيئي، ثم في المطلب الثاني بيان كيفية الاستغلال الأمثل للثروات والموارد الطبيعية، ثم في المطلب الثالث بيان ضرورة توافر فرص العمل ومكافحة الفقر، ثم في المطلب الرابع كيفية تحقيق العدالة في توزيع الدخل والثروة، ثم في المطلب الخامس بيان كيفية تحقيق التنمية الاقتصادية والاجتماعية.
There is no doubt that the issue of security is one of the issues that preoccupied individuals and countries because of its effects on the economy, and therefore the interest of states came to security, especially economic security, especially because it is linked to life activities and managing the wealth of states, and its direct relationship in determining the income of individuals and their standard of living. Indeed, economic security has become one of the basic components of the national defense system, in the sense that if economic security is not available to any country, then this country becomes a fragile state, because the modern concept of national defense has become based on a trio that constitutes the new models of defense, which are represented in economic security, civil security, and military security. And if economic security has this importance, it plays a major role in achieving the optimal standard of living for individuals through its interest in achieving food, health and environmental security, the proper exploitation of wealth and natural resources, the availability of job opportunities, the fight against poverty, the achievement of economic and social development, and justice in the distribution of income and wealth. Therefore, we will deal with this study in two sections. In the first section, we will discuss the nature of economic security and the standard of living in economic thought, through two requirements. Economic security and its role in improving the optimal standard of living through two requirements. The first requirement was devoted to clarifying the components of economic security, and the second requirement was to explaining the role of these components in improving the optimal standard of living.
