|a يعتبر التخطيط الاستراتيجي أداة إدارية ضرورية لمساعدة المؤسسات التعليمية على تحديد توجهاتها المستقبلية وتحقيق أهدافها بكفاءة. ورغم أهميته، تشير الدراسات إلى أن 90% من المؤسسات تفتقر إلى خطط استراتيجية واضحة، مما يشير إلى ضعف الأداء الإداري للمؤسسات وافتقارها لتطبيق الأدوات الإدارية الهامة، ولهذا أجريت الدراسة بهدف تحليل تجربة المعهد العالي للعلوم والتقنية الشموخ في التخطيط الاستراتيجي، واستكشاف التحديات التي واجهها، بما في ذلك محدودية الموارد، وباستخدام المنهج الوصفي، وأسلوب المقابلة الشخصية في جمع وتحليل البيانات والمعلومات التي تم الحصول عليها من المبحوثين ذوي العلاقة ببيئة الدراسة، تم التوصل إلى مجموعة من النتائج أهمها: أن المعهد يمثل نموذجا ناجحا في تطبيق التخطيط الاستراتيجي، مع ضرورة تحسين مصادر التمويل لتوفير الموارد اللازمة لتحقيق الأهداف. كما يشدد الباحثان على أهمية معالجة المعوقات والتحديات وأهمها توفير الدعم من قبل الجهات التي يتبعها المعهد والمتمثلة في وزارة التعليم التقني والفني، كخطوة نحو التوجه الاستراتيجي لإحداث تطوير ملموس في مؤسسات التعليم التقني والفني..
|b Strategic planning is considered a crucial management tool that assists educational institutions in defining their future directions and achieving their goals efficiently. Despite its importance, studies show that 90% of institutions lack clear strategic plans, indicating weak managerial performance and a failure to implement key management tools. This study aims to analyze the experience of the Higher Institute of Science and Technology Al-Shomoukh in strategic planning and explore the challenges it faced, including limited resources. Using a descriptive approach and personal interviews to collect and analyze data from key informants related to the study environment, the research concluded several findings. The institute is considered a successful model in implementing strategic planning, with the need to improve funding sources to provide the resources necessary to achieve its goals. The researchers emphasize the importance of addressing obstacles and challenges, particularly the need for support from the institute's supervisory bodies, namely the Ministry of Technical and Vocational Education, as a step towards a strategic direction aimed at achieving tangible development in technical and vocational education institutions.
