المستخلص: يتلخص البحث في دراسة النظام السياسي للاتحاد الأوربي من منظور النظم السياسية المقارنة ودراسة أسس تكوينه وهيكلة مؤسساته؛ كاتحاد سياسي تحالفي طوعي كونفدرالي يقوم على معاهدة دولية تجمع مجموعة دول مستقلة وذات سيادة؛ حيث قام الاتحاد الأوربي في تأسيسه على محاور رئيسة هي: فكرة وثقافة الاندماج والتكامل، وتوحيد الاقتصاد والأمن والدفاع، وفي التسعينات بلغ ذروة نجاحه وتكامله وعد الاتحاد الأوربي أكبر تغيير وتطور في النظم السياسية التحالفية في أوربا. ومارست الأحزاب السياسية الأوربية الرائدة دور مهم في تنمية الوعي السياسي التكاملي العابر للقوميات في أوربا؛ حيث تأسس عمل الاتحاد الأوربي كنظام سياسي على الديمقراطية التمثيلية، وبمؤسسات سياسية مشتركة ومستقرة سياسيًا وتمثل السلطات الثلاث وتعبر عن الإرادة الشعبية الأوربية. وفي العقد الأخير يواجه استقرار النظام السياسي للاتحاد الأوربي تحديات أبرزها خروج بريطانيا من الاتحاد الأوربي 2020، فضلا عن صعود أحزاب اليمين المتطرف في انتخابات 2024 وهي المتشككة في استمرار الاتحاد الأوربي، لكن تستنتج الدراسة أن الاتحاد الأوربي يشكل تجربة ذات مستوى رفيع وناجح لنظام الاتحاد التحالفي الطوعي، وذلك بما يمتلكه من جذور فكرية تأسيسية ومؤسسات مشتركة استطاعت أن تتجاوز الأزمات، في تحقيق الوحدة الاقتصادية والمالية والإدارية، وهي قادرة على أن تتجاوز التحديات السياسية للمستقبل المنظور.

The research is summarized in the study of the political system of the European Union from the perspective of comparative political systems and the study of the foundations of its formation, institutional emergence and structure, as a voluntary confederal alliance political union based on an international treaty that brings together a group of independent and sovereign states, as the European Union in its establishment was based on the idea and culture of integration, integration, unification of the economy, security and defense, and in the 1990s it reached the peak of its success and integration and the European Union was considered the biggest change and development in alliance political systems in Europe. The leading European political parties played an important role in developing an integrative transnational political consciousness in Europe, as the work of the European Union as a political system was based on representative democracy, with common and politically stable political institutions that represent the three authorities and express the European popular will. In the last decade, the stability of the EU political system faces challenges, most notably Britain's exit from the European Union in 2020, as well as the rise of far-right parties in the 2024 elections, which are skeptical of the continuation of the European Union. However, the study concludes that the European Union constitutes a high-level and successful experience of the voluntary alliance system, with its founding intellectual roots and common institutions that were able to overcome the crises, in achieving economic, financial and administrative unity, and are able to overcome the political challenges for the foreseeable future.
