المستخلص: The importance of administrative law is illustrated by the distinction between relations to which the administration is a party enjoying the privileges of public authority and those which are not defined by private law. The study relied on the analytical and descriptive approach to discuss and address the problem: How can the rules of administrative law be made while adhering to privacy and objectivity? This is what this study answers, which aims to highlight the specificity and objectivity of administrative law by identifying the most important legal rules applicable to public administration in the exercise of its powers, and knowing the judicial authority competent to adjudicate administrative disputes. The study concluded that the emergence of the rules of administrative law is linked to the principle of privacy and objectivity, which makes it a distinct law, in addition to the special nature of its disputes, which makes it subject to a competent judiciary, which is the administrative judiciary.
