|a أصبح موضوع "الضرائب الصحية" محل نقاش واسع ضمن السياسات الحكومية للدول نظرا لدورها في تعديل السلوكيات الاستهلاكية للأفراد، ناهيك عن كونها مصدرا إضافيا للإيرادات العامة في ظل ندرة الموارد التي تعيشها العديد من الدول. وقد بينت الدراسة فرض الجزائر لضرائب صحية بشكل مطرد على منتجات التبغ والمشروبات الكحولية، ومؤخرا (2022) على السكر الأبيض والخام، وكان لذلك نتائج ملموسة على الإيرادات الحكومية. ومع ذلك لابد من تخفيض أكبر للمعدلات القصوى للسكر المضاف إلى المشروبات المحلاة حتى تصبح ضمن المعايير الدولية، إضافة إلى ضرورة مرافقة مختلف التشريعات الموضوعة بآليات تمنع الترويج للمنتجات الضارة، فالضرائب الصحية تتطلب تأطيرا متعدد الأبعاد ولا ينبغي النظر إليها من خلال عدسات الصحة أو المالية فقط.
|b Health taxes is one of the most heated topic debate in government policies ,it has been gaining more attention because it impacts positively the citizen’s health behaviour, and it contributes on the additional public revenues as well, when most countries are facing resource scarcity. The study shows that Algeria taxes constantly tobacco products and alcoholic beverages, and more recently in 2020 the Algerian government taxes white and raw sugar, which led to a significant result in raising its revenues. The efforts that have been driven by government policies on taxing sugar sweetened beverages (SSBs) are insufficient, so more urges actions are needed to reduce the sugar content to comply with international standards. Algerian government legislation implements relevant measures in order to ban advertising of unhealthy products. Indeed, health taxes have an economic and health impact, but other aspects should be taken into account.
