المستخلص: هدفت الدراسة إلى التعريف بمفهوم الاستثمار في الحماية الاجتماعية وعناصره وأهميته، وتمكين الأسرة بشكل خاص في مصر، واستعراض خصائص التنمية الاقتصادية ومؤشراتها ومعوقات تطبيقها. شرح دور الاستثمار في الحماية الاجتماعية في زيادة التنمية الاقتصادية: مصر نموذجا. اعتمدت الدراسة على المنهجين الوصفي والتحليلي لتوفير الإطار النظري والعملي للدراسة. واعتمدت على الاستبيان كأداة لجمع البيانات الأولية من الاقتصاديين والقيادات العاملة في مجال الحماية الاجتماعية والمستفيدين من برامج الحماية الاجتماعية بمحافظات القاهرة الكبرى. تم تنفيذ الاستبانات خلال الفترة من يناير إلى يونيو ٢٠٢٤، حيث تم جمع البيانات من عينة مكونة من (٤٨٠) فردا على محورين منها (٤١٨) استبانة صالحة خضعت للتحليل الإحصائي. وكانت أهم النتائج وجود علاقة ذات دلالة إحصائية على المستوى المعنوي لدور الاستثمار الاجتماعي في زيادة معدلات التنمية الاقتصادية في مصر من وجهة نظر الاقتصاديين والمستفيدين من برامج الحماية الاجتماعية. لا يوجد برنامج اجتماعي واحد يلبي جميع متطلبات الحماية الاجتماعية؛ لذلك يمكن تشكيل حزمة من تدخلات الدعم ضمن برنامج الحماية الاجتماعية المتكامل. ارتكزت خطة الحماية الاجتماعية على عدة أسس مثل (زيادة تطوير الخدمات، وتوسيع برامج الحماية الطبقية، والانتقال من الدعم العيني إلى الدعم النقدي، وزيادة قيمة ومعدلات الإنفاق لتحسين البنية التحتية). كما تبنت برامج الحماية الاجتماعية في مصر عدة سياسات أهمها: تفعيل دور الحماية في مجال الصحة العامة، زيادة الخدمات في برامج الحماية الاجتماعية. وأوصت الدراسة بضرورة الاستفادة القصوى من البرامج الاجتماعية الموجودة. وأوصت بضرورة الاستفادة القصوى من البرامج الاجتماعية الموجودة، كما يجب أن تشمل الأبعاد الرئيسة التي تشكل برامج الحماية الاجتماعية برامج وآليات (اقتصادية واجتماعية وسياسية)، ضرورة زيادة الاهتمام بالأشغال العامة وبرامج التغذية المدرسية، ضرورة دمج الأهداف والتدابير الخضراء للحد من المخاطر البيئية في جميع الأنشطة الاجتماعية.

The study aimed to introduce the concept of investment in social protection, its elements and importance, and family empowerment in particular in Egypt, and to review the characteristics of economic development, its indicators and obstacles to its application Explaining the role of investment in social protection in increasing economic development: Egypt as an example. The study relied on the descriptive analytical approach to provide the theoretical and practical framework for the study. It relied on the questionnaire as a tool to collect primary data from economists and leaders working in the field of social protection, and beneficiaries of social protection programs in the Greater Cairo governorates. The questionnaire was implemented during the period from January to June 2024, where data was collected from a sample of (480) individuals on two axes, of which (418) were valid questionnaires that were subject to statistical analysis. The most important results were: the existence of a statistically significant relationship on the moral level to the role of social investment in increasing rates of economic development in Egypt from the point of view of economists and beneficiaries of social protection programs. There is no single social program that meets all social protection requirements, so a package of support interventions can be formed within an integrated social protection program. The social protection plan was based on several foundations, such as (increasing the development of services, expanding class protection programs, moving from in-kind support to cash support, and increasing the value and rates of spending to improve infrastructure). Social protection programs in Egypt have also adopted several policies, the most important of which are: activating the role of protection in the field of public health, increasing services, and social protection programs. The study recommended the need to make maximum use of existing social programs. The main dimensions that constitute social protection programs must include programs and mechanisms (economic, social, and political), the need to increase attention to public works and school feeding programs, and the need to integrate green goals and measures to reduce environmental risks in all activities.
