المستخلص: تعد قضية انتشار النزاعات والخلافات بمختلف أنواعها بين أفراد وجماعات المجتمع، من القضايا الهامة التي تؤثر بالسلب على برامج التنمية المجتمعية، وتهدف أجهزة الدولة وهيئاتها الرسمية على العمل على نبذ النزاع والخلافات في المجتمع ككل، ولكن مع إنتشار النزاعات على مستوى المحافظات والمدن المصرية، برز دور لجان المصالحات الشعبية الموجودة في المحافظات والمدن، لحل وفض النزاعات بين أفراد وفئات المجتمع، ومع اعتماد لجان المصالحات على الخبرة المكتسبة من الأجيال السابقة في فض النزاعات، استهدفت هذه الدراسة تحديد المتطلبات الأساسية التي يجب أن تتوافر في لجان المصالحات الشعبية لكي تكون أكثر قدرة وفاعلية في فض وحل النزاعات، وتم ذلك من خلال الاعتماد على منهج المسح الاجتماعي لأعضاء لجان المصالحات الشعبية بمركز ديروط، بمحافظة أسيوط وبلغ عددهم (٢٤) عضو، وتوصلت الدراسة إلى أن أهم المتطلبات الواجب توافرها في لجان المصالحات الشعبية جاءت بالترتيب كما يلى: المتطلبات القيمية في المرتبة الأولى بمتوسط حسابي بلغ (۱,۹۸) والمتطلبات المادية في المرتبة الثانية بمتوسط حسابي (١,٩٦)، وفي المرتبة الثالثة المتطلبات المهارية بمتوسط حسابي (١,٦٧)، والمتطلبات المعرفية في المرتبة الرابعة بمتوسط حسابي (١,٦٢)، وفي المرتبة الأخيرة المتطلبات الاتصالية بمتوسط حسابي (١,٤٣)، وأكدت نتائج الدراسة أن المستوى العام لتوافر المتطلبات بلجان المصالحات ظهر بمستوى قياسي متوسط، مما يستدعى العمل مع الهيئات والمؤسسات الحكومية والأهلية، لتدعيم لجان المصالحات الشعبية بالمقومات والمتطلبات المناسبة حتى تكون أكثر فاعلية في حل النزاعات بالمجتمع المحلى.

Spread of conflicts and disputes between individuals and groups in society is one of the important issues that negatively affect community development programs and the stability and cohesion of society. The state's agencies and official bodies aim to work to reject conflicts and disputes in society as a whole. However, with the spread of conflicts at the level of Egyptian governorates and cities, the role of popular reconciliation committees in governorates and cities has emerged to resolve and settle conflicts between individuals and groups in society. With the reconciliation committees relying on the experience gained from previous generations in resolving conflicts, this study aimed to identify the basic requirements that must be available in popular reconciliation committees in order to be more capable and effective in resolving and resolving conflicts. This was done by relying on the social survey method of members of popular reconciliation committees in Dayrout Center, Assiut Governorate, whose number reached (24) members. The study concluded that the most important requirements that must be available in popular reconciliation committees came in the following order: value requirements in first place with an arithmetic average of (1.98) and material requirements in second place With an arithmetic mean of (1.96), in third place are skill requirements with an arithmetic mean of (1.67), and cognitive requirements in fourth place with an arithmetic mean of (1.62), and in last place are communication requirements with an arithmetic mean of (1.43). The results of the study confirmed that the general level of availability of requirements in reconciliation committees appeared at a record average level, which requires working with governmental and civil bodies and institutions to support popular reconciliation committees with appropriate components and requirements so that they are more effective in resolving disputes in the local community.
