يهدف هذا البحث إلى التعرف على دور اللوائح المالية النزيهة في تحقيق الاستدامة المالية للأندية الرياضية المصرية، وأجرى الباحث على عينة استطلاعية قوامها (۳۰) فرد من خارج عينة البحث الأساسية ومن داخل مجتمع البحث، وعينة أساسية مكونة من (۷۸) من وكلاء الوزارة ومديري عموم الإدارات المركزية وكبيري الباحثين بوزارة الشباب والرياضة، ووكلاء الوزارة لمديريات الشباب والرياضة، ومديري عموم إدارات الرياضة، ومديري عموم إدارات الهيئات الرياضية، أعضاء مجالس إدارات بعض الأندية الكبرى، وذلك بمحافظات الوجه البحري والوجه القبلي والقاهرة الكبرى ومنطقة القناة، واشتملت أدوات البحث على استمارة استبيان من إعداد الباحث، وكانت أهم استنتاجات البحث وجود تحديات كبيرة في تطبيق لوائح اللعب المالي النظيف، مثل نقص الموارد المالية، ضعف البنية التحتية الإدارية، والتفاوت بين الأندية في القدرة على الامتثال لهذه اللوائح، الأندية الرياضية المصرية لا تلتزم بشكل كامل بلوائح اللعب المالي النظيف بسبب صعوبة تطبيق المعايير المالية الدولية في ظل الأوضاع الاقتصادية المحلية، وكانت من أهم توصيات البحث يوصى بتوفير برامج تدريبية للمسؤولين عن الإدارة المالية في الأندية الرياضية لتحسين قدرتهم على تطبيق لوائح اللعب المالي النظيف وإدارة الموارد بشكل أكثر فعالية، ينبغي تعديل اللوائح المالية النزيهة لتكون أكثر مرونة ومتوافقة مع الظروف المحلية للأندية الرياضية المصرية، مع ضمان أن تكون قابلة للتنفيذ من قبل الأندية ذات الموارد المحدودة.
This research aims to identify the role of fair financial regulations in achieving financial sustainability for Egyptian sports clubs. The researcher conducted a survey sample of (30) individuals from outside the basic research sample and from within the research community, and a basic sample consisting of (78) undersecretaries of the ministry, general managers of central departments, senior researchers at the Ministry of Youth and Sports, undersecretaries of the ministry for youth and sports directorates, general managers of sports departments, general managers of sports bodies, and members of the boards of directors of some major clubs, in the governorates of Lower Egypt, Upper Egypt, Greater Cairo, and the Canal Zone. The research tools included a questionnaire prepared by the researcher. The most important conclusions of the research were the existence of major challenges in implementing fair financial play regulations, such as lack of financial resources, weak administrative infrastructure, and disparities between clubs in the ability to comply with these regulations. Egyptian sports clubs do not fully comply with fair financial play regulations due to the difficulty of applying international financial standards in light of local economic conditions. One of the most important recommendations of the research was to provide training programs for those responsible for financial management in clubs. Sports To improve their ability to implement Financial Fair Play regulations and manage resources more effectively, the Financial Fair Play regulations should be modified to be more flexible and compatible with the local circumstances of Egyptian sports clubs, while ensuring that they are enforceable by clubs with limited resources.
