|a هدفت الدراسة إلى: تعرف دور مؤسسات المجتمع المدني في تقديم الخدمات المساندة لرعاية الأبناء ذوي الإعاقة وأسرهم، واستخدمت الدراسة: المنهج الوصفي بأسلوبه التحليلي. يمكن أن يكون لمنظمات المجتمع المدني دور مؤثر وحيوي في مجال ذوي الإعاقة، وذلك نظرا لما تتمتع به من سمات وخصائص، وما يمكن أن تقوم به من وظائف لكونها المنظمات الأقرب إلى أفراد المجتمع والأكثر إحساسا بمشكلات واحتياجات الأشخاص. كما أن منظمات المجتمع المدني ما هي إلا آليات مجتمعية صممت لإحداث نوع من التقدم الاجتماعي والاقتصادي والثقافي والسياسي بالمجتمع، وذلك من خلال المشاركة النشطة مما يساعد الأشخاص ذوي الإعاقة على تحقيق أهدافهم والمشاركة بحريه في المجتمع المدني دون التعرض لفرض القيود عليهم وأيضا التعرض لتهميش دوره في المجتمع مما يؤدي إلى تحسين البيئة للمواطنين. فمنظمات المجتمع المدني تتضح أهميتها إذا ما استعرضنا حياه الإنسان المعاصر، حيث نجد حياته عبارة عن سلسلة متصلة من الانتماءات إلى منظمات المجتمع المدني، وذلك لإشباع احتياجاته، أو لاكتسابه شرعية ممارسة نشاط معين في مجال معين، أو للوساطة بين الأفراد لتبادل المنفعة، أو المطالبة والمدافعة عن بعض الحقوق والواجبات ولا شك أن ذلك يتمشى مع كبر حجم المجتمعات الحديثة، وزيادة كثافة سكانها، والاحتكام إلى القوانين الوضعية والابتعاد عن الأحكام العرفية. مما يسمح للأشخاص بالمشاركة الفعالة في المجتمع وأداء دورهم داخل المجتمع المدني على أكمل وجه سواء كان العمل منصب توظيفي أو إداري أو قيادي أو سياسي، أو من خلال التأهيل والتدريب من خلال المنظمة، مما يضمن للأشخاص ذوي الإعاقة تمكينهم في مجال العمل وفي المجال السياسي من خلال المنظمة. فالمجتمع المدني القوي هو وليد الدولة القوية، وكلاهما يقدم للآخر ما يساعده على أداء مهامه فالمجتمع المدني يقوم بمهمة تنظيم المجتمع والتعبير عن مصالح فئاته وتجميع هذه المصالح وبلورتها وتوصيلها لصانع القرار أو المؤسسات صنع السياسة، فتنوع منظمات المجتمع المدني من حيث الخبرة والاختصاص يشكل مصدر غنى يؤدي إلى التكامل. ولذلك يحتاج إلى تفعيل آليات التنسيق والتشبيك والتعاون بين مختلف مكونات المجتمع. المدني، وبينها وبين الجهات الرسمية والقطاع الخاص، وإن منظمات المجتمع المدني في مصر تواجه العديد من التحديات التي تؤثر بشكل مباشر على أدائها الاجتماعي وعلى قدراتها على تحقيق أهدافها، وعاده ما تظهر تلك التحديات على هيئه مشكلات تحدث نتيجة لمجموعه العوامل والنفس التي تتعامل معها وتتأثر تلك العوامل بخبره المنظمة في التفاعل مع تلك الظروف. وقد قدمت الباحثة عددا من التوصيات، كان من أبرزها، ما يلي: ضرورة تطوير وترقية البرامج والخدمات المقدمة للأشخاص ذوي الإعاقة، وتحديث وتطوير الوسائل والأدوات التعليمية المقدمة للأشخاص ذوي الإعاقة حتى يتمكنوا من مسايرة العملية التعليمية ومواكبة التطور التكنولوجي، وضرورة العمل على تدريب الأشخاص ذوي الإعاقة ورفع قدراتهم في مختلف جوانب الحياة حتى يتمكنوا من أداء وظائفهم وأدوارهم بصورة مثلي.
|b The Study aimed to identify the role of civil society organizations in providing support services for the care of children with disabilities and their families. The Study used the descriptive approach with its analytical Style. Civil society organizations can have an influential and vital role in the field of people with disabilities, due to the characteristics and features they enjoy and the functions they can perform as they are the organizations closest to the members of society and most sensitive to the problems and needs of people. Civil society organizations are community mechanisms designed to bring about a kind of social, economic, cultural and political progress in society, through active participation, which helps people with disabilities achieve their goals and participate freely in civil society without being subjected to restrictions imposed on them and also being subjected to marginalization of their role in society, which leads to improving the environment for citizens. The importance of civil society organizations becomes clear if we review the life of the contemporary person, as we find that his life is a continuous series of affiliations to civil society organizations, in order to satisfy his needs, or to gain legitimacy to practice a certain activity in a certain field, or to mediate between individuals to exchange benefits, or to demand and defend some rights and duties.

|b There is no doubt that this is consistent with the large size of modem societies, the increase in their population density, and the resort to positive laws and the avoidance of customary laws. Which allows people to participate effectively in society and perform their role within civil society to the fullest, whether the work is an employment, administrative, leadership or political position, or through rehabilitation and training through the organization, which ensures that people with disabilities are empowered in the field of work and in the political field through the organization. A strong civil society is the product of a strong state, and both provide each other with what helps them perform their tasks. Civil society carries out the task of organizing society, expressing the interests of its groups, gathering these interests, crystallizing them, and communicating them to the decision-maker or policy-making institutions. The diversity of civil society organizations in terms of experience and specialization constitutes a source of wealth that leads to integration. Therefore, it requires activating mechanisms for coordination, networking, and cooperation between the various components of civil society, and between them and official bodies and the private sector. Civil society organizations in Egypt face many challenges that directly affect their social performance and their ability to achieve their goals. These challenges usually appear in the form of problems that occur as a result of a group of factors that they deal with, and these factors are affected by the organization’s experience in interacting with these circumstances. The researcher presented a number of recommendations, the most prominent of which were the following: the necessity of developing and upgrading programs and services provided to persons with disabilities. Updating and developing educational means and tools provided to persons with disabilities so that they can keep pace with the educational process and keep pace with technological development, and the necessity of working to train persons with disabilities and raise their capabilities in various aspects of life so that they can perform their functions and roles in an optimal manner.
