|a لقد أطلقت الحرب الروسية الأوكرانية فيضان من التداعيات والتفاعلات والتأويلات على مختلف المستويات، أثرت على المجتمع الدولي والإقليمي والمحلي أيضا، وكل مستوي من تلك المستويات يؤثر على الأخر ويتأثر به، فالحرب أشعلت الصراع القديم بين الشرق والغرب واختلفت ردود أفعال الدول وفقا لانتمائها الفكري ومصالحها الوطنية ورؤيتها الاستراتيجية ما بين مؤيد ومعارض ومحايد، فقررت دول الغرب بقيادة الولايات المتحدة والاتحاد الأوروبي معاقبة روسيا وعزلها اقتصاديا، وقررت الصين دعمها لوجستيا، وفي المقابل استغلت دول أخرى الأوضاع لتحقيق مكاسب اقتصادية أو سياسية كأن تحل محل روسيا في تقديم الصادرات المطلوبة؛ وبدأت سلسلة من التفاعلات والتطورات على مختلف المستويات. قدمت هذه الدراسة بيان للأسباب الحقيقية وراء الحرب وخلفيتها التاريخية، وأوضحت الأهمية الجيواستراتيجية لأوكرانيا بالنسبة لروسيا، ومصالح وأوجه التعارض في مصالح القوي الدولية وأهم تداعيات الحرب على المستوي العالمي والمحلي، ثم تناولت بالتحليل أهم تداعيات الحرب على منطقة الشرق الأوسط. وتوصلت الدراسة إلى أن استمرار حالة القلق والترقب وهواجس الحرب العالمية وانهيار الاتحاد السوفيتي سوف تتسبب في مزيد من المناوشات بين القوي الدولية مع كل تحرك سياسي أو اقتصادي قد يفسر بأنه محاولة لفرض النفوذ أو تهديد للطرف الآخر، خاصة في مناطق المجال الحيوي الروسي -والصيني -والأماكن الاستراتيجية حول العالم؛ وأن الحرب قد أثرت على منطقة الشرق الأوسط بشكل كبير، من ناحية بشكل سلبي على مستوي الأمن والسلم وأعداد اللاجئين وخطط وسياسيات التنمية وكذلك على الأمن الغذائي وسلاسل الإمداد ومعدلات التضخم وحركة التجارة وإيرادات الممرات المائية والتغيرات المناخية والبيئة وغيرها؛ ومن ناحية أخرى مثلت الحرب فرصة لبعض دول المنطقة لتقارب السياسات والمصالح مع أحد اطراف الصراع أو إقامة جسور جديدة من التعاون وخطط للتنمية ومزيد من الاستثمار وتنمية الإيرادات وزيادة الصادرات واحتلال مكانة أعلي في المجتمع الدولي وبين القوي الكبرى.
|b The Russian-Ukrainian war has unleashed a flood of repercussions, interactions, and interpretations at various levels. It has affected the international, regional, and local communities, with each level influencing and being influenced by the others. The conflict has reignited the ancient struggle between East and West, and the countries reactions varied based on their ideological affiliations, national interests, and strategic visions; some supporting, some opposing, and others remaining neutral. Western countries, led by the US and the EU, decided to economically punish Russia and isolate it. In contrast, China provided logistical support. Meanwhile, other nations seized the opportunity to achieve economic or political gains, such as replacing Russia in supplying demanded exports. This followed by a chain of interactions and developments across different levels. The study sheds light on the true reasons behind the war and its historical background. It emphasizes Ukraine's geostrategic importance for Russia and explores conflicting interests among global powers. Furthermore, it delves into the war's significant implications on both the global and local levels. Lastly, the analysis examines how the conflict has impacted the Middle East. The study concludes that the ongoing global anxiety, anticipation of world war, and the collapse of the Soviet Union will lead to further confrontations among international powers. Every political or economic move may be interpreted as an attempt to assert influence or threaten the other party, especially in critical regions like the Russian and Chinese spheres of influence and strategic locations worldwide. The war has significantly affected the Middle East; negatively impacting security, peace, refugee, development strategies, food security, supply chains, inflation rates, trade movements, waterway revenues, climate changes, and the environment. On the other hand, some Middle Eastern countries have used the conflict as an opportunity to align policies and interests with one of the conflicting parties or establish new bridges of cooperation, investment plans, revenue growth, increased exports, and elevated status in the international community and among major powers.
