|a التنمية المحلية أحدى أهم العمليات التي تهدف للتحرر الشامل في مختلف المجالات سواء كانت سياسية أو اقتصادية أو اجتماعية وثقافية، ولتحقيق أهدافها فإن ذلك يتطلب وجود إدارة حكيمة وواعية قادرة على تحقيق خطة التنمية المحلية، ويعتبر الإصلاح الإداري أحد أهم الجوانب الرئيسية للتنمية المحلية فهو يساعد على القضاء على التسيب في الإدارة ومن ثم المساعدة في تحقيق التنمية في كافة المجالات وبالتالي فإنه لا يمكن الحديث عن التنمية إلا وتأتي الإشارة للإصلاح الإداري، حيث أنه يشترك معها في جميع الجوانب الرئيسية لها فالتنمية تؤثر وتتأثر بالإصلاح الإداري، ويتضح ذلك من خلال التطابق فيما بينهما من أهداف أساسية وما يواجههما من معوقات.
