المستخلص: Movement of sheikh Ottoman bin Foudi and the Islamic state he established was a scientific one led by a group of great scholars and jurists as sheikh Ottoman, his brother sheikh Abdullah and his minister, his son, Mohammad Belo. Leadership of this movement is characterized by religious awareness represented by observance of written Islamic heritage left by sheikh Ottoman, including different cultural, jurisprudential, reformative and political aspects. The sheikh was not a war man or fighter, rather he was forced to defend religion and soul. He used all available devices, including armed struggle to achieve the aims of lifting man and society towards His Almighty God. Sheikh Ottoman's movement is different from the other in the desire to bring about complete reformation and radical change in different religious and social aspects of life in the western society of Africa. So, this movement can not be considered as one of the accidental liberating movement that aims at getting rid of colonialism, rather it was interesting in bringing about complete reformation and essential change in society. On the other hand, indirect British rule faced many challenges from the caliphs, emirs and people of Fulan, and this compelled them to respect Islamic habits and systems. This might be an evidence on how Moslems are greatly adhering to their religion. By observing the revolutionary and evil fighting movements made in some areas of Africa, which are not more than revolution against foreign colonialism, it is clear that secret of its success lies in that it is not a result of European colonialism, but a result of bad circumstances of ignorance and heresies which moved sheikh Ottoman to spurt this rise. Meeting point between the sheikh's call and jihad and the call and the first Islamic state in the city had had an outstanding effect on the soul of his followers. It enhanced their belief in him, especially that the stone of the sheikh's movement is planted and matured at the settlement and that the battles taken place at that time were called invasions, in addition the sheikh was called the Moslem's caliph and was obeyed as was the Prophet's caliphs (prayer and peace be upon him and his household). State of Sotoko remained pursuing its spiritual activity at the north of Nigeria today, which is still the largest Islamic state in the west of Africa by virtue of the Fulani's Islamic state caliphs and the spirit of struggle and strife sacrificed by the loyal statesmen and people of Fulan.
