إن الاقتصاد الرأسمالي اعتاد على أن يمر بمراحل عديدة تسمى بالدولة الاقتصادية تبدأ من الانتعاش فالرواج فالانكماش والكساد حيث تعتمد الدولة على آليات الاقتصاد الحر في إعادة التوازن حتى ظهرت الأزمة الاقتصادية الكبرى 1929-1932 وفيها دخلت آراء كينز (المالية العامة المتدخلة) حيز التنفيذ ولكن بجزء بسيط فأعاد للاقتصاد الرأسمالي حيويته ونشاطه، وتأتي الأزمة المالية العالمية بكل تداعياتها لتسلط الضوء من جديد على أهمية إعادة النظر في ميادين الاقتصاد الحر، فجاء بحثنا هذا ليكون مساهمة بسيطة في علاج الأزمة التي بدأت في الولايات المتحدة ومنها إلى كافة دول العالم وبدرجات متفاوتة وبلا استثناء فقد تناول البحث في البداية أساسيات الأزمة بشيء من التفصيل ثم انتقلنا لتوضيح كيفية انتقال الأزمة إلى دول العالم من خلال العلاقات المالية والاقتصادية التي تربط الدول فيما بينها من جهة أخرى، بعد ذلك قدمت هذه الدراسة آثار الأزمة وبالتفصيل على اقتصاد العالم والبلدان العربية، ثم عرض هذا البحث ما اتخذته أمريكا والدول المتقدمة وبلدان العالم والعرب من سياسات وإجراءات لمواجهة الأزمة وبعدها الخلاصة لما تم استنتاجه من البحث، وأخيراً جاءت التوصيات كمحاولة للتذكير ومساهمة متواضعة ونصيحة إلى أصحاب القرار لإنقاذ اقتصاديات بلدان العالم من آثار هذه الأزمة وتجنب حدوث ما هو أسوأ في المستقبل.
The economy of Capitalism has use to pass through different stages called "economical period" that starts from refreshing, spreading then decrease, and finally decline, in respect, the state depends on the procedures of free economy to return back the balance until begin of large economical problem 1929- 1932. Accordingly, the views of Qains (the general connection finance) has come to be performed in simple part, so they get back the energy and vital of economy of Capitalism. By emerging of universal Universal economical problem with all its aspects and pleas to the sheds lights on the importance of the views and opinions of domains of free economy, this research has the role of simple participate in treatment and find solution to this problem that start in united states of America and to other slates in the world and in different level. With no exception, the present study, from the first, deals with the basic, and essentially of problem in details, and then move to state and clarify they way of transforming the economical problem to other countries of world thorough financial and economical relationships that connect the counties with each other from one hand, and the economy of USA from another hand. After that the present study point out the traces of problems in details on the economy of the world and Arabic countries, then this research presents the policies and procedures of American and other countries of the world and Arabic states to face this problem. Then conclusion of the research. Finally there is a recommendations as an attempt of reminding and modest taking part, and good advice to decision makers to save economies of world from this problem and avoid happen what will be worse in future.
