من البديهي أن كل مدينة مهما صغر حجمها لابد أن تقدم وظائف لساكنيها أو لسكان المناطق المحيطة بها (إقليمها أو ظهيرها) وتأخذ تلك الوظائف حيزها المكاني على شكل استعمالات تتقاسم الأرض المعمورة (المبنية) من المدينة, ومن تلك الاستعمالات الرئيسة أو الأساسية السكنية والتجارية والصناعية والدينية وهنالك استعمالات أخرى كالإدارية والتعليمية والترفيهية والمالية وأخرى مخصصة للنقل أو الحدائق. وتعد مدينة الحرية واحدة من المدن المهمة التي تعتبر مركزا لناحية الحرية التي تتبع إداريا إلى محافظة النجف. وعلية سعى الباحث إلى دراسة العوامل الطبيعية والبشرية التي أدت إلى نشوء مدينة الحرية, إضافة إلى تحديد استعمالات الأرض الحضرية في هذه المدينة مع بيان المساحات التي يحتلها كل استعمال, وقام الباحث بعد ذلك بتقييم كفاءة هذه الاستعمالات بناءا على المعايير التخطيطية المحلية. وخلص البحث بعد ذلك إلى جملة من الاستنتاجات التي تعتبر المحصلة النهائية التي خرج بها الباحث من هذه الدراسة والتي يرجو أن تكون مفيدة في مجال البحث العلمي. والله من وراء القصد. \
It is unquestionable that every town, whatever it size was, must supply its citizens, or the citizens of the surrounding areas, functions, and these functions occupy their spatial range as uses sharing the built sides of the town. Empty, green or cultivated areas might be allocated to be within the administrative town borders considering the futuristic expansion of these uses. It is rarely to find a town with one function or one land use, even for the Summer or Winter resorts or the campuses (university cities) because, with the one dominating function, they attract another function so the uses are varied in the town. The main uses are the residential, commercial, industrial and religious. There are other uses such as the administrative, educational, entertainment, financial, and other devoted for transportation and gardens. Al-Huriyah Town is one of the important towns, it is the center of Al-Huriyah commune which is administrated by Al-Najaf governorate. Hence the researcher studies the physical and human elements that led to the rise of Al-Huriyah Town, as well as defining the urban land uses in this town showing the area that each use occupied. After that the researcher tries to evaluate these uses according to the planning standards that had been prepared by the ministry of planning. The researcher found a set of conclusions that are considered the final results of this study hoping to be useful in the futuristic studies in this field. \
