المستخلص:	This research focused on the definitions and determinats of the governance criteria and its relation with the financial ethics . The main aim of this research is to classify the busi- ness environment in Arab countries, using the report of hu-man development in the Arab countries as one of the main documents to provide useful data and information about the human development as anew phenomenon in these countries , and since the management is part of this phenomenon and it was neglected in the report This research gives an out line of the management problem with the main implication and content The main conclusion of this research is the classifica-" tion presented for the Arab business environments which make clear line between the corrupted and less corrupted business environments in the Arab countries.
