الاهتمام الظاهر بفكرة المؤسساتية والعمل المؤسساتي في الخطاب الاجتماعي السياسي العربي الراهن، يراد به الإشارة إلى الاهتمام بالتطوير ومسايرة العصر والتقدم والإصلاح الإداري والاقتصادي والسياسي. وهو في الوقت نفسه مؤشر على الشعور بنقص أو فقدان الأداء المؤسساتي وعزو تدهور التنمية والأداء الحكومي إلى نقص العمل المؤسساتي وثقافته. لا شك في أهمية المؤسسات كأوعية تنظيمية للحياة في العالم الحديث. والحال، أن الدول العربية ظلت"خلال العقدين الأخيرين ضعيفة وجامدة ودون أي تغير يذكر من حيث كفاءة الأداء المؤسساتي. ولعل أهم التحديات التي تواجه بلداننا اليوم تتلخص في الإصلاح المؤسسي والحكم الرشيد..." ولذلك فان المؤسسة والثقافة المؤسساتية والعمل المؤسساتي تشكل مطلبا مهما في تحديث وتطوير الأداء الحكومي والمدني العام في بلداننا العربية. ويهتم هذا البحث بأبعاد مسألة المؤسساتية والثقافة المؤسساتية وأهميتها وسبل ترسيخها. ما هي مبادؤها، وما أهميتها؟ وما الآليات الممكنة لترسيخها؟
The apparent interest in institutional thinking as well institutional working in the current Arabic Social and political discourse, is meant to refer to the recent concern with development, keeping pace with the modern era and progress, and with political, economic and administrative reform. However, it also refers to the shortage or even the absence of institutional practice, and the attribution of the deterioration of development and governmental performance to the lack of institutional thinking and culture. There is no doubt as to the importance of institutions as the organizing veins of life in the modern world. In the current situation, the Arab countries remain «in the last two decades weak, rigid, and without any noticeable change on the efficiency of institutional performance. Perhaps the prominent challenges facing our countries can be summarized in institutional reform and good governance....»1 Therefore, institutionalism, institutional culture, and institutional work form a substantial demand in the modernization and development of the civil and governmental performance in the Arab world. The research is concerned with the dimensions of institutionalism and the importance of institutional culture: What is it; its importance; and the possible ways for its establishment?
