The implementation of the 1994 Agreement on Trade in Services shall result in achieving aprogressively higher level of libralization of trade and promoting the economic growth of both developing and developed member states, throught the principles of most-favourednation treatment and of national treatment, taking, into account the services needed by any member state and its economic and social policies. However, the non-disclosure of information or the restrictive measures imposable on imported services specified in schedules of specific commitments of internal market access on monetary, economic or security grounds may derogate and frustrate the Agreement objectives if any member state abuses such measures. The Agreement has failed to establish specific criterion for determining what constitutes military, security and public order grounds. |
