المستخلص: يعد موضوع تعريف الإرهاب الدولي من أكثر الأمور تعقيداً، حيث لا يمكن تخطي صعوبة التوصل إلى تعريف مجرد للإرهاب كمسالة حيوية أو عملية! لأن مضمون التعريف للمصطلح يميل إلى تجاوز حدود المناقشات النظرية والصراع المستمر ضد الإرهاب. كما تعد مسألة تعريفه عنصراً حاسماً، أقلها تنسيق الجهود الدولية للتعاون بالاعتماد على قوانين حرب الجماعات التقليدية المقبولة في الوقت الحالي. فأسلوب عمل المنظمات الإرهابية في تنفيذ العمليات وما تأول عنه هذه العمليات أصبح حجر الأساس في بناء القواعد الأساسية لمجموعة من التعريفات من قبل الخبراء القانونيين والسياسيين والأكاديميين. لقد أحجم مجلس الأمن عن استخدام مصطلح الإرهاب، بينما عد في الفترة السابقة مجموعة من الأنشطة المتباينة إرهاباً، ومعظمها مشمولة في المعاهدات والاتفاقيات ذات الصلة، حيث إن الأمم المتحدة بحاجة ماسة للتوصل إلى تعريف خاص بالإرهاب يحصل فيها على الموافقة الدولية الواسعة: لتفعيل العمليات ضد الإرهاب ومكافحته، والمناط به تسهيل تفعيل التشريعات والعقوبات ضد مرتكبي الأعمال الإرهابية أو المتورطين بها أو الذين يقومون بدعمها، فالإغراء الكامن خلف التخلص من القيود القانونية مسألة مفهومة عندما تكون هناك مواجهة مع جماعة معادية لا تطيع بحد ذاتها الشرعية الدولية. \

The determination of a definition for international terrorism is a very complicated issue because it is not possible to overcome the difficulty in reaching as abstract definition of terrorism as a critical or academic topic By its nature, the subject matter of the definition sought tends to go beyond the theoretical debate and the continuous struggle against terrorism. The question of defining terrorism in solid terms is so important at least when it comes to coordinating international efforts in accordance with the rules of war of recognized conventional groups in recent times. It is found that the method of terrorist organizations in carrying out their actions and the irresults have become the corner stone for several definitions of terrorism proposed by academics, legal experts, and politicians. The Security Council has usually refrained from using the term ''terrorism'' However, previously the Security Council has classified different activities as terrorism; most of such activities are the subject matter of pertinent International conventions and treaties. The U N. does need to reach a definition of terrorism that gains wide international consensus in order to facilitate activating the efforts against terrorism. Reaching such definition would help introduce and enforce appropriate national legislation to combat terrorism and penalize the perpetrators of terrorist actions and their sponsors The inclination to avoid legal restrictions may be understood when certain international players have interests in using hostile groups that do not abide by international legitimacy. \
