المستخلص: Non-governmental organizations witnessed a noticeable development during recent years, regarding their number, diversity of activities and the legislalation, concerning them. This was due to the nature of the political, economic, social and cultural transformation in the set-up of those countries. The number of NGOs in the GCC countries increased from 327 organizations in 1996 to more than 500 in 2004. They have been classified into women organization, and professional, political charity and Ahli societies. This is in addition to societies of special interests (childhood, people of special needs, fighting cancer, diabetics, environment conservation, family planning of talents and hobbies like Amateur Radio Society, philatelic society). Despite the role played by those NGO, s in the fields of economic development, social care, cultural progress, enlightening people with environment dangers in the GCC countries, and providing developmental assistance and aid to LDC, s, they still face several internal and external challenges, be it at the financing, institutional of organizational levels, which limit them performing their development and growth role. The activation and facilitation of NGOs role in the GCC countries as partners for both the public and private sectors require the adoption of many procedures pertaining to the reform of the laws and degislations that organize their work, Such reform is needed to determine the relation ship between those organizations and the respective governments in a way that ensures the transparency, autonomy, development of their resources, increasing the technical and financial support for them and encouraging volunteers to join them.
