|b The paper discusses the contemporary golbal challenges facing Arab organization, such as golablization, regional blokcs, and G.A.T.T. agreemets under the umbrella of International Trade Organization. This creates severs and accelerated competition world-wide. Arab business organizations cannot compete without efficient and competitive human resources. The sustainable development of these resources is an integrated task of several parties in the Arab world. Arab governments, civil social organizations, trade chambers, and professional unions. These parties should : 1- Analyse the contemporary challenges facing Arab organizations. 2- Translate these challenges into training needs. 3- Translate the training needs into training programs. 4- Execute the training programs 5- Maintain updated analysis for the environmental variables as a basis for developing the training needs, objectives, and programs.
