تعد مخالفة نظام الإقامة في المملكة العربية السعودية مشكلة ذات أبعاد متعددة، تتخطى في تأثيرها البُعد القانوني، لتفرض خطرها على البعد الاجتماعي بمكوناته المختلفة، وعلى البُعد الاقتصادي، والنفسي والأمني والسياسي، والمظهر الحضاري، وقد هدفت الدراسة إلى الوقوف على واقع الخطورة الاجتماعية لفئة مخالفي نظام الإقامة في المملكة العربية السعودية، واتبعت الدراسة المنهج الوصفي التحليلي من خلال استقراء المؤشرات الإحصائية والاجتماعية حول الظاهرة وخطورتها الاجتماعية. وتوصلت الدراسة إلى أن مخالفي نظام الإقامة يمثلون خطراً اجتماعياً على المملكة وتنظيمها من نواحٍ مختلفة أمنية واجتماعية وسياسية واقتصادية، وأن أبرز هذه المخاطر تتمثل في ارتكابهم للعديد من الجرائم بأنماطها المختلفة، وتشكيلهم للعصابات الإجرامية المتنوعة، كما أظهرت الدراسة أن هناك جهوداً تبذلها حكومة المملكة العربية السعودية للحد من هذه المخاطر إلا أن تلك الجهود على الرغم من تحقيقها نجاحات ملموسة لم تنجح في الحد من تلك المخاطر بشكل كلي، وقد وجدت الدراسة أن أفضل الأساليب العلمية والعملية للوقاية من تلك المخاطر هو إتباع المنهج الوقائي التطبيقي التكاملي، وقدمت الدراسة مجموعة من التوصيات والمقترحات للحد من خطورة هذه الفئة.
Violation of the residence system in the Kingdom of Saudi Arabia is a problem of multiple dimensions, beyond the impact of the legal thought, to impose its threat on the social dimension with its components, together with the economic, psychological, political dimensions and security, and the appearance of civilization. Accordingly, the Aim of the study is to stand on the reality of the social risk to a class of violators of the system of residence in the Kingdom of Saudi Arabia. The study followed the descriptive analytical method by extrapolation of the statistical and social indicators about the phenomenon and its social gravity. The study found that the offenders of the residency system represent a social danger to the kingdom and its organization in the political, social, economic aspects as well as security. It also showed that the most prominent risks appear in many of the crimes committed of various types and the criminal gangs they form. The study also explained that the Government of the Kingdom of Saudi Arabia is making great efforts to reduce these risks, but those efforts, although achieved tangible successes, but they did not succeed in reducing the risk entirely. The study found that the best scientific and practical methods for the prevention of these risks is to follow a precautionary applied integrative approach. The research also provided a set of recommendations and proposals to reduce the risk of this class.
