لقد أصبح الإعلام من أكثر المعطيات المعاصرة تأثيراً في حياة الشعوب والمجتمعات، إذ يسهم في تكوين الرأي العام، وفي تحديد اتجاهات الجماهير ومواقفها حيال كثير من القضايا، ولا يختلف اثنان على مدى أهمية الأمن باعتباره من الحاجات الأولية للإنسان، وأنه لا يمكن تحقيقه والمحافظة عليه دون تعاون الجماهير العريضة مع القطاع الأمنية وأجهزة العدالة الجنائية؛ وهو ما يؤكد الحاجة إلى الإعلام الأمني المتخصص والقادر على الوصول إلى مختلف شرائح المجتمع. ولذلك جاءت هذه الدراسة لتسليط الضوء على الإعلام الأمني في محاولة جادة لتحديد مدلوله، والكشف عن مدى أهميته، وبيان أهم وظائفه ومحدداته؛ آخذين في الحسبان أن أهمية الإعلام الأمني تنبثق من أهمية الإعلامة بصفة عامة، ومن أهمية الرأي العام وتأثيره بدرجة لا يمكن تجاهلها في مختلف القضايا، ومن ثم حاجة الأجهزة الأمنية إلى مخاطبة الرأي العام فيما يتعلق بقضايا الأمن بمفهومه الشامل. ومن أبرز نتائج الدراسة أن مصطلح الإعلام الأمني حديث النشأة، ولم يتم التوافق على تعريف محدد لماهيته وأبعاده، ولذلك قدمت الدراسة تعريفاً محدداً لمصطلح الإعلام الأمني بأنه: "جميع الأنشطة والفعاليات الاتصالية ذات المضمون الأمني التي تقوم بها الجهات المعنية عبر وسائل الاتصال المختلفة، بهدف الإخبار، والتوعية الأمنية، وتحقيق الأمن الفكري، وتكوين رأي عام إيجابي تجاه تحقيق الأمن بمفهومه الشامل، والمشاركة الجماهيرية في ذلك". كما خلصت الدراسة إلى أن للإعلام الأمني عشر وظائف رئيسة تتمثل في: الوظيفة الإخبارية، والتوعية الأمنية، وتنمية الحس الأمني، وتكوين رأي عام إيجابي تجاه تحقيق الأمن بمفهومه الشامل، ونشر الثقافة الأمنية والقانونية، والتعبئة العامة، وتحقيق الأمن الفكري، ومكافحة الانحراف الفكري بصوره المختلفة، وترسيخ قيم الانتماء والمواطنة الصالحة، والمشاركة في عمليات التنشئة الاجتماعية، ووظيفة العلاقات العامة.
The media has become one of the most effective contemporary tools in communities and nations life today. It contributes to the formation of public opinion and defines the public's attitudes and stance on many issues. There is no dispute of the importance of security, as it is one of the human’s primary needs. Therefore, security cannot be achieved or kept unless the massive public cooperate with security sectors and criminal justice bodies. Thus, there is an increased need to the specialized security media that gain access to a broad cross- section of the community. This study has accordingly shed light on security media in a bid to specify its purposes, find out how important it is and show its most important functions and determinants. One should consider that the significance of security media arises from the importance of media in general, public opinion that has a considerable effect on a variety of issues and from the need of security bodies for addressing public opinion in regard to security problems in its broad sense. The study has shown that the term "security media" has been recently developed. Consequently, there has not been an agreement yet on its definitions and dimensions. However, a given definition has been presented in the study as follows: "All communicative activities and events with the security sense that concerned parties do through mass media for the purpose of informing, raising security awareness, forming positive public opinion towards the realization of security in its comprehensive sense, and public contribution to all of that". The study has concluded that security media has ten main functions represented in: the function of informing and raising security awareness, developing security sense, forming positive public opinion towards the realization of security, disseminating legal and security knowledge, general mobilization, realizing intellectual security, fighting the various kinds of intellectual deviation, establishing the values of belonging and good citizenship, contributing to socialization processes and the function of public relations.
