|a إن الدورات التحكيمية التي تعمل على صقل معلومات الحكام قبل كل بطولة دولية كانت أو محلية وأهمية هذه الدورات في تقويم أداء حكام كرة القدم والغرض الحقيقي من هذه الدورات هو تعريف الحكام على آخر مستجدات وتعديلات القانون بالإضافة للوصول ولو بشكل بسيط في توحيد الآراء وتقريبها في صنع القرار اتجاه المخالفات القانونية التي ترتكب داخل الملعب ومن هنا جاءت أهمية هذه الدورات. وتأتي أهمية البحث من التعرف على التقييم العلمي للدورة التحكيمية وفقراتها وكذلك تقييم الحكام المشاركين فيها. وتتلخص مشكلة البحث بعدم مشاركة أغلب حكام كرة القدم من الدورات التحكيمية التي تعمل على صقل معلوماتهم ومستوى الحداثة لتلك المعلومات وآخر مستجدات وتعديلات القانون. \ ويهدف البحث إلى: \ •\ التعرف على مستوى الحداثة وإيضاح المعلومات والجوانب السلبية والايجابية للدورة التي يحصل عليها الحكام المشتركين في الدورة. \ أما الباب الثالث فاحتوى على منهج البحث وإجراءاته الميدانية: \ تم اختيار عينة من حكام الدرجة الثالثة في الاتحاد الفرعي بالكوت للعام 2009- 2010 والبالغ عددهم ١٦ حكما تم اختيار أسماء العينة بالطرقة المنظمة وبعدها تم إعطاء الأسئلة والفقرات للعينة تضمنت الأسئلة 20 سؤال من مواد قانون كرة القدم والبالغ عددها ١٧ مادة وبشكل نظري تم العمل بالدورة التحكيمية التي تضمنت شرح مفصل لمواد القانون بكرة القدم وبعدها اشتملت إجراءات البحث على إجراء الاختبار القبلي والمشاركة بالدورة التحكيمية وأخيراً إجراء الاختبار ألبعدي \ تم اختبار نفس عينة البحث وعلى نفس منهاج الاختبار القبلي، وأيضا تضمن 20 سؤال من القانون بكرة القدم بشكل نظري و10 فقرات من فقرات التقويم بشكل عملي (20 نظري و10 عملي) . \

The importance of research to identify the scientific assessment of the arbitration cycle and paragraphs as well as evaluating the referees involved. \ The main research problem not to post most of the football referees refereeing courses that work to refine their knowledge and level of modernity of that information and the latest developments and amendments to the law. \ The research aims to: \ • identify the level of modernity and to clarify the information and the negative and positive aspects of the cycle obtained by the rulers of participants in the session. \ Part III Vahtoy on research methodology and procedures of the field: \ Sample was selected from the rulers of the third degree in the Union sub-Kut for the year 2009 \ 2010 and the 16 rule. Was selected the names of the sample Btriqh organization and later was given the questions and paragraphs of the sample questions included20 questions of the Code of football and the 17 articles and in theory was the work session arbitration, which included a detailed explanation of the articles of the law and after the football action research included testing and participation of tribal arbitration session and finally a post-test Been tested the same sample and on the same platform pre-testing, and also included 20 questions of law to football in theory and10 paragraphs of the paragraphs of my work calendar (20 theoretical and 10 practical). \ The researcher concluded: \ 1 - arbitration session contributed to the emergence of significant differences in favor of post-test. Recommended by: \ 1 - the establishment of courses in which a continuous trickle of good at the level of arbitration in Iraq \ \
