يتناول هذا البحث إدارة الجودة الشاملة كأحد الأنماط التي وصفت بأنها الثورة الثالثة بعد الثورة الصناعية والتكنولوجية وثورة الحاسبات وتكنولوجيا المعلومات والاتصالات. إذ أن تطبيق هذا النمط في الجامعات العراقية وتوفير متطلبات المواصفات العالمية الآيزو 9001 يعد أحد الوسائل التي تحقق جودة الجامعة ككل وبما يمكنها من إثبات جودتها وذلك من خلال تركيزها على عدد من العناصر الأساسية للجودة الشاملة كالتخطيط الاستراتيجي، الدعم والإسناد، التحسين المستمر، التركيز على الزبون والتدريب والتطوير. إن هذه المواصفة تضمن للطالب ولحقل العمل والمجتمع الحصول على المعارف والمهارات المطلوبة عن طريق ضبط كافة العمليات التي تتم في الجامعات من خلال أنموذج عام للعملية التعليمية بدءا من تحديد عناصر العملية التعليمية واحتياجاتها مرورا بتصميم البرامج المطلوبة وكيفية تنفيذها وضبطها وتقيمها داخل الجامعات أو خارجها ومزج الخبرات الأكاديمية والإمكانات البشرية والمادية والفكرية ووصولا إلى النتائج التي تقدم إلى الجهات المستفيدة وبالمواصفات المطلوبة. إن تحقيق وتطبيق هذه المواصفات وحسب الأنموذج المذكور يعتمد على العناصر الرئيسة لإدارة الجودة في الجامعات وهي: مسؤولية الإدارة الجامعية، إدارة الموارد، تحقيق المنتوج، والقياس والتحليل والتحسين.
This research deals with Total Quality Management as a method, that has been described as the third revolution after the industrial and technological revolutions, the revolution of computers, and the revolution of communication and information technology. Applying this method in the Iraqi universities and providing the requirements of the. ISO 9001 is considered as one of the processes that achieves good quality of the university as a whole, in such a way to enable the universities to provide ft's good quality through it's emphasis on essential elements for the Total Quantity as the strategic planning, support & aid, continuous improvement, the focus on the agent, and training & development. This standarized specification assures getting the knowledge and the required skills to the student work field and the society by controlling all the processes. that are conducted in the universities through a general model for the educational process starting from specifying the factors and requirements of the educational processes through designing, the required programmes and control the, implementation and evaluation inside and outside the universities- in addition to combining the academic experiences and human intellectual, and infrastructural qualifications together, in order to reach the results that. are. presented to the beneficiary authorities in the required specification. The achievement and implementation of these specifications according to the mentioned mode! depends 011 the main dements for the quality management in the universities which are: the responsibility of the university management, the resources management the product realization and the measurement, analysis and improvement.
