يساهم الإنتاج الزراعي بشقيه النباتي والحيواني بدور مهم في تنويع الدخل، وسد بعض احتياجات الطلب المحلي من الغذاء، إلا إن هنالك مشاكل تعرقل من مسيرة الإنتاج الزراعي، ومنها تخريب البنية التحتية، والمياه، والتصحر، الأمر الذي ساهم في انخفاض مستويات الإنتاج بعد عام 2003 نتيجة ضعف الاستقرار السياسي والأمني، التي تعد منن العناصر الرئيسة والمؤثرة في الإنتاج الزراعي، فضلا عن عدم الاهتمام بالري والبزل، وضعف الطرق والمواصلات، وسوء الكهرباء في المناطق الزراعية وارتفاع أسعار الوقود، مما ساهم في ارتفاع أسعار المنتجات الزراعية المنتجة محليا، ومنافسة السلع الزراعية المستوردة لها بفعل تأثير سياسة الانفتاح على العالم الخارجي ومالها من تأثيرات كبيرة في تردي مستوى الإنتاج الزراعي في العراق، وفي ضوء ذلك سينطلق البحث من فرضية مفادها عدم دعم القطاع الزراعي بالشكل الصحيح من خلال رسم السياسات الزراعية في العراق إلا إن هناك مشكلة قصور واضحة بشقيها النباتي والحيواني وعدم كفاية في تلبية متطلبات الاستهلاك المحلي بفضل تأثيرات سلبية على هذا الإنتاج. أما هدف البحث، تحليل واقع الإنتاج الزراعي بشقيه النباتي والحيواني في العراق والتعرف على جوانب القصور فيه وإجراء استشراق مستقبلي لهذا الواقع، أما بخصوص منهجية البحث فقد تضمن أربعة مباحث رئيسية تضمن المبحث الأول تحليل واقع الإنتاج الزراعي في العراق والمبحث الثاني تحليل واقع الإنتاج النباتي في العراق فيما يتضمن المبحث الثالث تحليل واقع الإنتاج الحيواني، أما المبحث الرابع رؤية مستقبلية لواقع الإنتاج الزراعي في العراق. وأختم البحث بجملة من الاستنتاجات والتوصيات.
Agricultural production, with its animal and botanical parts, has an important role to perform in varying the income so as to meet the local demand. However, there are some obstacles that hinder agricultural production, some of which are infrastructure damage, shortage of water, and barrenness. Consequently, there was a decline in the levels of production after 2003 due to fragile political and security conditions (which are important and effective factors in agricultural production), the absence of interest in nets of irrigation, the bad conditions of roads, transportation, electricity in the agricultural regions, and the rise in the prices of fuel, the matter which leads to the rise of the local agricultural products and the competition of imported agricultural goods resultant of the policy of openness the external world which has deep influence on the decline of the agricultural production in Iraq. In the light of what has been said, the research will set out from the hypothesis of the availability of factors of agricultural production in Iraq yet faced with the obvious problem of deficiency in both animal and botanical fields and insufficiency in covering the requirements of local consumption due to the openness to the world and the negative impact left by the profusion of the goods on production. The objective of the research is analyzing the reality of agricultural production in both its two components: the animal and botanical in Iraq, knowing the aspects of deficiency in it, and looking up to the future of this reality as regards the approach of the research, it is of four main sections the first section contains and analysis of the reality of agricultural production in Iraq, the second deals by analysis with the reality of botanical production in Iraq, and the third is dedicated to the analysis of the reality of animal production. The forth section is a future vision to the reality of agricultural production in Iraq. The research ends with a number of conclusions and recommendations.
