And includes the city of Baquba (17) residential district with a population of about (250000) people at a time where there are only five kindergartens spread in five districts of the city and abandoned the other neighborhoods of Riyadh. The research deals with the reality of the Riyadh and how to distribute spatially in the city and attempt to measure the efficiency of the functional based on the criteria approved planning in this area and by building a scale based on (23) element to measure the functional efficiency of the Riyadh and identify weaknesses in the performance of its mission .. Then draw conclusions and make several recommendations that could benefit the work of the competent authorities of educational kindergarten ..
